This position is located in the Security Section of the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA) Duty Station Paoua. Under the general supervision of the Chief Security Adviser (CSA), the incumbent reports to the Deputy Chief Security Adviser for operations.

Responsibilities

Within delegated authority, the Security Coordination Officer will be responsible for the following duties:
• Supervises and coordinates the day-to-day activity of the Security Unit;
• Prepares the draft of security plan, including all aspects related to elaboration, development, implementation and updating of the plan.
• Maintains continuing lines of communication with security focal points and all other UN agencies deployed in Central Africa Republic to ensure maximum security coordination.
• Identifies and coordinates security information requirements, development of trend analysis, the gathering of comprehensive information on all factors of insecurity as well as the determination of the relevance and validity of security information and the reliability of information resources. This Includes:
• Analysis of security information, identification of trends of threats, and security incidents affecting United Nations system personnel, assets and operations in specific countries.
• Identification of security information requirements; collection, collation, and dissemination of security threat information to the Chief Security Advisor.
• Assists the Security Information Analyst in the timely dissemination of security threat information to representatives of all Organizations of the United Nations system operating in the country; Field Security Coordination officers and Security Officers of the Organisations of the United Nations system.
• Assesses prevailing local security conditions, identifying security trends and advising UN staff and project personnel on potential security problems, such as mines, kidnapping, armed attacks, arrest and detention.
• Maintains an ongoing evaluation of air and land evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, fuel supply and assessable roads.
• Ensures that fire detection devices and fire-fighting equipment are available on the premises. Maintains fire evacuation plan and conducts fire drills and training as necessary.
• Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible background checks, and entry control.
• Provides advice and training to staff and dependents on residential security measures such as window guards, alarm systems and locks to minimize burglar intrusions when applicable.
• Maintains dialog with local authorities, traditional leaders and international institutions such as Red Cross/Red Crescent in the event of natural disasters.
• Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments.
• Investigates accidents involving UN vehicles and prepares report of findings.
• Investigates security-related incidents involving UN staff members and project personnel.
• Assumes responsibility for guard force management.
• Maintains protection detail for senior officials as necessary.
• Conducts security training in such subjects as the security management system and responsibilities of the operations response unit.

Education

• An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social science or international relations with focus on security management;
• A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree;
• A diploma from a national police or military academy resulting in an appointment as a commissioned officer in combination with two additional years of qualifying experience in military, police or security management at the rank of commissioned officer (i.e. Lieutenant / Inspector or equivalent) maybe accepted in lieu of a first level university degree.
• Completion of one or more of the following UN Department of Security and Safety (UNDSS) certification programs is desirable: Security Certification Program (SCP), Security Analysis Process and Practice (SAPP), Hostage Incident Management (HIM).

Work Experience

•A minimum of five years with advance university degree (seven years with a first-level university degree) of progressively responsible experience in military, police or security management is required; of which
• At least two years of progressively responsible experience in security operations center within a military, police or security organization is required.
• At least two years of experience in managing multiple and diverse military, police or security units operating in a conflict or post conflict environment is required.
• At least one year experience and exposure at the international level is required.
• Desirable experience: management of security units in a multi-cultural environment, security planning, security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, crisis management, hostage incident management.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised knowledge of French is desirable and fluency in English is required.Assessment
