Job Summary
Conduct an Initial Capability Assessment to examine aspects of the Command and Intelligence organizational structure, determine capability gaps, information sharing protocols and procedures, information management systems, procedures, and content, short-term and long-term planning and training plans, programs of instruction and training schedules.
Conduct a quarterly gap analysis to measure actual performance against key performance indicators.
Develop a work plan forecasting daily activities that address identified gaps from quarterly gap analysis.
Liaise/interface with Malian military OSC, and AFRICOM and participate in regularly scheduled OSC contractor meetings.
Identify, Advise, Coordinate, and Conduct Training for Military Intelligence Personnel. Advise on the training requirements on the following items: assessment, instruction, and development of Malian military intelligence training management functions; teaching and reinforcing skills required for training management; developing training plans and programs; maintaining documented training program and continuation training records; tracking training for military intelligence professionals in various programs.
Provide expert technical guidance to the Malian military to develop professional, effective and accountable military intelligence capabilities and standard operating procedures (SOP’s). The Advise on the following items: intelligence operations, intelligence support to mission command, and advice on operating of joint intelligence fusion cells.
Provide ongoing monitoring. Data collection shall be conducted on a regular and continuing basis from the time that each Performance Monitoring Framework is approved until the task order is completed.
Provide training to familiarize personnel with intelligence operations, intelligence support to mission command, and operating of a joint intelligence fusion cell.
Develop and write the curriculum and training materials (in both English and French) for the following topics: military decision-making process, the orders process, intelligence preparation of the battlefield, course of action development, duties and responsibilities of various staff
members, intelligence cycles, intelligence fusion center operations, and the integration of intelligence into operations and planning
Plan and conduct training once a week, for at least six hours, for fifteen (15) French-speaking students.
Qualifications and Skills
U.S. citizen with active DOD Secret clearance.
Fluency in French (2/2 level or higher).
Ten (10) years’ hands-on U.S. military intelligence, or civilian Intelligence Specialist, experience at the S-2 battalion level, or higher.
Two (2) years’ experience in a joint military environment.
Two (2) years’ experience advising foreign military or government.
Two (2) years’ experience providing training in an overseas environment.
Two (2) years’ experience working or living in Africa and/or post conflict countries.
Professional experience writing business documents, such as reports, SITREPs, briefings, AARs, memoranda, letters, electronic mail, and training material, for consumption by military Commanders or civilian managers.
Professional experience presenting briefings, SITREPs, training, and AARs for consumption by military Commanders or civilian managers.
Highly-rated teamwork and collaboration skills, as demonstrated by awards or above average performance reviews.

Workweek: 48-hours per week, when locals work and may include working on traditional days-off.
Base pay plus all allowable State Department uplifts for Post Differential, Danger Pay, and COLA.
