General Minimum Requirements
The general minimum requirements for working with the OSCE are:


Excellent physical condition

Possession of a valid automobile driving license and ability to drive using manual transmission

Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure


Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

Graduation from a recognized police training school

Negotiating and interpersonal skills

Ability to read and utilise maps

Ability to perform first aid

Regular, active police service experience

Very good oral and written English communication skills

Knowledge of International Police Standards and human rights



Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Education:

Senior police administration courses on operational leadership, contingency planning, human resources management and general police management


Experience:

Minimum 20 years of diversified and progressively responsible professional police experience including at least 3 years at the management level relevant to the actual position


Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

University education in international studies, public management, policing, political science, law and/or graduation from a recognized Police School/Academy together with demonstrated experience in security and public safety matters within a civilian environment

Proven relevant experience of management and training development

Diplomatic experience or experience in working with international organisations or governments, particularly within a post conflict and/or developing regions

Ability to identify and analyse emerging security and public safety problems at both strategic and operational levels; write analytical reports and propose sustainable solutions

Comprehensive understanding of security and safety matters both in the Mission area and in the region

Proven understanding of the OSCE principles and experience with performance-based management including drafting programme outlines and budget proposals

Experience in project management including large scale, multiple-issue projects, as well as in fund raising and project promotion

Leadership qualities and demonstrated ability and willingness to work with and manage people of different ethnic, religious and cultural backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity

Knowledge and understanding of European Convention on Human Rights (ECHR) and its impact upon security development and functions

Professional fluency in English.

Desirable:

Knowledge of local/regional political history and developments

Second-level university degree in Business Administration, Management, or other related fields

Practical experience and/or working knowledge about the structure and capacities of the local institutions and familiarity with mechanisms and structures of EULEX, UNMIK, KFOR and other international organizations

Knowledge and understanding of the development of security safety standards and regulations, as well as Security Sector Reviews and their impact/relation to Security and Public Safety Development


Tasks and Responsibilities

Under the direct supervision of the Head of Mission, the incumbent oversees all aspects of the Department for Security and Public Safety, ensuring a professional representation of the Department and the OSCE Mission in Kosovo (the Mission). To that end the incumbent will be:

Responsible for the management of the Department, coordinating issues concerning the operations and administration of the Department;

Co-ordinating, on behalf of the Head of Mission (HoM), Missions activity related to public safety and security and maintaining working relationship with the Ministry of Internal Affairs, Kosovo Police and other Public Safety agencies;

Advising the HoM/Deputy HoM on issues relevant to the internal security/safety developments of Kosovo;

Is the principle liaison officer for the Department in coordinating security and safety related activities of the Department/Mission with EULEX, UNMIK, KFOR and Public Safety Agencies of the governments in the region;

Co-ordinating fundraising activities and the Departments relationship with potential donors;

Is responsible for the development, implementation and oversight of Departments budget according to the OSCE rules and regulations;

Co-ordinating the Departments contribution to the Missions strategic planning and maintaining good relationships with the other Mission departments;

Ensuring that all reporting requirements on behalf of the Department are completed. This includes weekly, bi-weekly, monthly, quarterly, six-months and annual reports;

Developing the Programmes strategic documents, including the Programme Outline, Unified Budget Proposal and the Programme Budget Performance Report;

Directing the activities of the Sections/Units Chiefs to assure quality and accountability of their output;

Is responsible for the selection of key personnel within the Department and plans Departments staffing needs, on the basis of current personnel staffing information;

Ensuring the disciplinary process, according to OSCE staff rules and regulations, is adhered to;

Investigating and periodically reviewing policies and procedures for the Department to ensure the most efficient and effective use of both physical and human resources;

Providing oversight and guidance to all staff delivering programmes within the Department;

Ensuring the evaluation process is in place and functioning at all levels;

Is responsible for tasking of any other projects as assigned by the Mission;

Performing other duties as assigned.
