Main purpose of job
To act as programme lead for Conflict Stability and Security Fund (CSSF) activities to address Serious and Organised Crime (SOC) in Panama with particular focus on illicit economies and the corruption that enables them - providing technical advice, ensuring value for money and leading policy dialogue with host Governments and the international community. Work with Foreign and Commonwealth Office (FCO) colleagues and other Partners Across Government (PAGs) across the British Embassy Panama platform to design and deliver Serious and Organised Crime projects - and offering expertise to other programming streams (e.g. Prosperity Fund, Human Rights & Democracy Fund) where opportunities for synergies exist. Work closely with CSSF programme leads in Colombia, Peru and Venezuela to ensure that CSSF in Panama contributes to an integrated regional response to SOC threats. The position is for a local staff member based in Panama.
Roles and responsibilities
The CSSF is a high value fully cross-government portfolio which attracts substantial political interest, supporting the implementation of Her Majesty's Government (HMG) country and regional strategies. The Fund has been operating in the region since 2015 and is currently divided into two programmes – one relating to Serious and Organised Crime in Colombia and Peru and one relating to the Colombia peace process. However, work is underway to draw much stronger programmatic links between our efforts to build stability and peace in Colombia and Venezuela and to tackle SOC threats in the region. Scoping studies have been undertaken in Panama to identify entry points for future CSSF interventions and this role will help design and deliver increased programming in Panama.
You will coordinate across the British Embassy platform and lead on delivery of the Serious and Organised Crime elements of this programme, which will have a particular focus on illicit economies, financial crime and related corruption issues. You will be pivotal in working with a range of partners and implementers – both from the British Government (HMG) and external – to ensure activity is coherent, coordinated and high impact. You will work particularly closely with the Home Office Serious Organised Crime Network (SOCNET) coordinators to ensure the join-up of SOC programming and policy. You will need to work together with other British Embassies in the region to coordinate CSSF projects and strategies.
Act as a gender champion in your leadership role. Ensure Gender Equality Act (2014) compliance and support implementation of gender policy and guidance. Actively support CSSF ambitions on women’s economic opportunities, inclusive growth and poverty reduction through your department / team.
You will need excellent teamwork and communication skills, an eye for synergies and ability to delegate and empower others. As the single point of contact for SOC CSSF programmes you will be responsible for ensuring excellence of project management and value for money, for identifying new opportunities and for building understanding of SOC issues across HMG teams. The role will involve external coordination and the creation of strong working relationships with security and justice agencies of host governments, think tanks and international partners. Programme management experience is essential and a knowledge of anti-corruption, serious organised crime and international policy is beneficial. The successful candidate will need to work closely with FCO prosperity and political colleagues especially on human rights, democracy, rule of law and transparency.
Essential qualifications, skills and experience
Essential:
A university degree in project management, public administration, social science, international relations or other relevant related fields.
Experience in Programme and Project Management including design, monitoring and evaluation.
Highly Desirable:
Experience working in or with international organisations and/or government.
Knowledge of International Policy on Serious Organised Crime, Anti-Corruption, Security and Stability.
Financial Management.
Understanding of Official Development Assistance (ODA).
Experience in gender theory and applying gender mainstreaming.
