Job Summary
National Police Command Center (NPCC) Mentor to the ANDSF & ANDSF Operations Staff Officer shall Train, Advise and Assist (TAA) the ANDSF to maintain internal and external lines of communications and information flow accurate 24/7 within Resolute Support (RS) HQ and Afghan National Defense Security Forces (ANDSF) Leadership
Principal Account-abilities
Advise ANDSF to serve as Shift Director, LNO and Mentor to the NPCC Joint Operations Center (JOC).
Maintain adequate levels of supervision with NPCC Staff and Shift Director to ensure that the accurate level and consistency in the flow of information to the RS HQ CJOC is maintained. This information should be accurate, fully scoped, and consistent with the appropriate level of the target audience: RS and ANDSF Senior Leadership.
Mentor the ANDSF to work in coordination with RS CJOC ANDSF Operations to validate and ensure that all modes of information provided by NPCC to RS CJOC are accurate.
TAA the ANDSF in facilitating formal and informal training, including the conduct of table top exercise, exercise without troops, and practical exercises (through an interpreter) within the NPCC.
Establishes and maintains complete daily visibility on the duties and responsibilities of all NPCC JOC staff, to include the assessment, progress and evaluation of the staff performance and products on a daily basis.
Ensure the NPCC staff is capable of developing and maintaining a Common Operating Picture.
Develop NPCC staff in the conduct of daily and weekly Operational Synchronization Cycle.
Develop NPCC staff in the implementation of Battle Drills.
Improve NPCC staff tasking and proper utilization of Intelligence, Surveillance, and Reconnaissance (ISR) capabilities.
Develop and implement an NPCC Targeting Process (primarily dynamic targeting).
Ensure staff Incorporates LEGAD and Law of Land Warfare considerations into the operational planning cycle.
Develop, implement and maintain MoD Contingency Plans and Crisis Management Planning.
Ensure that the NPCC staff develops and implements Standard Operating Procedures (SOP) in its daily planning cycle.
Develop a Consequence Management System for the ANDSF.
Ensure the NPCC staff is trained in the prioritization of operations that properly supports the Main Effort and Supporting Efforts.
Enhance NPCC’s accuracy of reporting.
Integrate Intelligence into Operations at the NPCC level.
Create internal assessment mechanisms, which improves NPCC capacity building and facilitates internal improvement.
Promotes Digital Networking to develop an automated Common Operating Picture (COP).
Develop, implement, and maintain Training Plans for new and current NPCC personnel.
Develop, implement, and maintain standards for the NPCC for clearance of fires procedures and air space de-confliction processes.
Develop, implement, and maintain NPCC Logistics SOPs to maintained GLOCs and accurate levels of supplies to sustain long range operations.
Develop, implement, and maintain Commander’s Critical Information Requirement (CCIR), Friendly Force Information Requirement (FFIR), and Priority Intelligence Requirements (PIR) for the NPCC.
Deploy on operational tasks, or to undertake TDY assignments elsewhere for the purpose of TAAing the ANDSF that is approved by the contracting officer.
Perform other duties as assigned.
Knowledge & Skills
Knowledge of principles, practices and processes for the planning, coordination and execution of police service management, including strategic planning, resource allocation and leadership; police science methods, principles, practices and techniques.
Comprehensive knowledge of police command, administration, management and leadership; criminal codes, ordinances, rules of evidence, legal rights of citizens, legal and court procedures.
Knowledge of performance measurement techniques; principles and practices of effective employee supervision; principles and practices of administrative management with the ability to implement staffing procedures and prior experience assisting and mentoring at senior levels.
Ability to analyze complex police and emergency services issues and develop solutions for prevention and mitigation of emergencies; assuming command level responsibilities and making appropriate recommendations; working as a team member with RS HQ and ANDSF Leadership.
Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
Experience & Education
At least fifteen (15) years of work experience in either Federal law enforcement or as a peace officer with five years of management /supervisory experience in an accredited law enforcement department with 200 or more commissioned peace officers.
Service at the deputy/assistant chief or equivalent level preferred.
Graduate of the National Academy, Southern Police Institute or comparable educational program
Experience in defining training capabilities, curriculum planning, capacity building, and resourcing.
Physical Requirements/Working Environment
Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
Must be able to operate in harsh and austere conditions of Afghanistan
Travel
Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
