Security Delegate , DR Congo

Location: Democratic Republic of the Congo

Job Purpose:
Provide professional security risk management (SRM) advice and support to the Head of Country Office/ Emergency Operations Manager and country senior management team.
Support the Head of CO/ Emergency Operations Manager to fulfil his/her security management responsibility.
Support the Head of CO/ Emergency Operations Manager to ensure that  organization’s country Minimum Security Requirements (MSR) are developed and implemented.



Job Duties and Responsibilities:
Advise and support Head of CO/Emergency Operations Manager/Regional Security Coordinator in SRM;
Advise and support Head of CO/Emergency Operations Manager/Regional Security Coordinator in matters of  security management collaboration;
Liaise and coordinate in matters  security management support;
Carry out security risk and threat assessments;
Identify security (and safety) risk management measures;
Draft/update country MSR’s;
Monitor and evaluate MSR implementation;
Organise regular security management team meetings;
Brief senior management team on security (and safety) related issues;
Conduct security (and safety) briefings for staff and visitors;
Monitor the security/threat environment;
Establish and maintain internal and external contacts, especially with organization;
Participate in security meetings both internally and externally;
Undertake security assessment field missions;
Respond to/follow up on security incidents and incident reporting;
Support/coordinate emergency/crisis response measures to safeguard personnel, assets and operations;
Carry out training's and emergency simulations/drills;
Other security & safety related tasks as assigned by Head of CO/ Emergency Operations Manager or Regional Security Coordinator.

Duties Applicable to All Staff:
Actively work towards the achievement of the Federation Secretariat’s goals;
Abide by and work in accordance with the Red Cross and Red Crescent principles;
Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Lateral Relationships
Establish and ensure effective working relations with the delegates and national staff;
Establish and maintain effective liaison relations with . UNDSS, other UNFPAs, and departments.

Accountability
To strengthen the security management structure and improve the  overall security support in CAR by ensuring compliance with the MSRs and establishing security contacts.
To provide timely and effective support to the Head of Country Office, regarding all security.
To ensure that managers in the designated area of operations are supported with timely security support, including during and after security incidents, provision of information on security trends, and all proposed actions or measures to improve individual, institutional and operational security.

Role Requirements

Required:
Successfully Completed the Stay Safe e-learning courses both the basic and the manager version;
5 years experience in a similarly wide-ranging role;
2 years field experience in the country or region;
Demonstrated understanding of key principles of Civil Coordination from a RC/RC Movement perspective;
A minimum of 5 years of active military/police service;
Demonstrated success in planning, project management and reporting;
Advanced computer knowledge as user;
Sharing the RC/RC principles and values;
Ability to work in a multicultural environment;
Proven ability as a good communicator;
Fluently spoken and written French and English.

Preferred:
Relevant university degree or extensive professional qualification in security management or military/police academy qualification;
Basic Delegates Training Course or equivalent knowledge;
At least 2 years experience working in a RC/RC National Society or another voluntary organisation or INGO;
Good command of another organization official language (Spanish or Arabic…).
