Regional Safety Referen - Central Africa/France

General objective of the position

Directly attached to the Regional Director of Operations (DRO), you will participate in the contextual analysis and understanding of the political and security dynamics of the Central Africa region (Cameroon - CAR - DRC - Chad - Nigeria) to improve the management of the security and safety on the ground, support the management of the operational security of the teams on the spot, participate in the management of incidents, conduct safety validations and kidnapping briefings of expatriates leaving on the ground, and ensure the back up in case of need.


Main responsibilities

Contextual analysis according to political news and security (local, national, international) that affects NGOs (international, French, etc.). You will analyze the potential changes in the area as well as political changes, armed groups, power, etc. to prevent potential attacks and their impact for Action Against Hunger (ACF). You will map to understand the roles of national and transnational actors in each country in the region as well as external states.

Support the operational security management of the field teams : contribute to establishing the security plans (tools and methodology), defining the security measures and the emergency plan, monitoring updates, checking the security plans before final validation, checking that security measures are put in place and properly disseminated.

Participate in incident management (monitoring, reporting via tools - such as SIRO -, share information with relevant people / teams) by analyzing post-incident actions, making recommendations, and preparing teams for management critical incidents and crises.

You will be the functional manager of the security managers in the field and you will participate, together with the DPs, in the definition of the action plan (PoA) to ensure technical coherence. You will ensure regular individual points with security managers to provide technical support.

Participate in the recruitment of security personnel on mission as well as the training of field staff in security risks. In collaboration with regional HR, you will contribute to the implementation of a HEAT training plan.

During field visits to support missions, you will help improve safety management in the field . You will make recommendations on actions and strategies to develop, strengthen and / or maintain a network of key players, while identifying constraints, opportunities and potential risks. You will define access strategies and you will participate in the negotiation of access in the field as well as obtain security guarantees when possible. In case of need (displacement, absences and / or holidays) you will ensure the backup of the perimeter security of the DRO. In case of emergency, you will ensure the temporary interim gap reference security field.
Do you match the profile we are looking for?

You have at least 5 years experience in a position related to personnel and organization security, risk assessment, security management and security awareness, including unsafe and unstable environments.

You also have experience in training and capacity building in safety and security, and you master the tools and methodology of safety management.

You have experience in Central Africa, preferably on behalf of an INGO.

You are recognized by your ability to analyze context, planning and strategy to set up reports (concise and succinct).

You have very good abilities to build and maintain a network.

You are sensitive to the peculiarities of the local culture in order to adapt your communication and your posture according to the interlocutors.

The mastery of French and English (written and oral) is essential to occupy this position.
Specific conditions / Remuneration

Status **: Executive - 6 months contract - full time **

Salary conditions: From 37.7 to 42.7 K € gross per year over 13 months according to experience, 21 days of RTT, 20 days of teleworking per year (as part of ACF's teleworking policy, after managerial agreement), restaurant vouchers at € 8 (60% paid for by ACF), complementary health insurance (80% reimbursed by ACF), 50% reimbursement for public transport.
