Cordaid is looking for a: Global Security Advisor (shared position) 24 hours per week based in The Hague with frequent travel
Main goal of the job
To ensure that Cordaid’s security risk management framework is monitored for compliance, reviewed in line with best practices from the sector, and consistent with Cordaid policies, standards and requirements. Advise and support the Committee on Safety, Security and Crisis (CSSC) with regard to its implementation. To provide security support in the Global Office to travelers and support departments. To play a critical role in training and coaching country teams so that these are sufficiently skilled and resourced for security risk management.
What you do
Analyzing international and local developments and translating these into recommendations for improvements in policy, procedures, and guidelines.
Ensure that staff have the security skills and awareness that they need, ensuring compliance with Cordaid’s security training plan, briefing new employees, delivering training and presentations as required.
Promoting of the overall security awareness within the organization, including hands-on collaboration with colleagues from other departments in order to achieve this. Ensure that the supporting departments (HR, Finance and Logistics) have in place an appropriate system to facilitate good security risk management.
Provide timely feedback on questions and technical assistance requests from Cordaid Staff.
Actively contribute to the development and regular update of Country Security plans.
Monitor the security situation in Cordaid programme countries, ensuring that country security risk management is in line with Cordaid’s policy, principles and risk threshold, taking the local circumstances into account.
Participate and contribute in the Dutch Security Network and EISF (European Interagency Security Forum) and other (inter)national forums and organizations relevant to Cordaid.
Maintain an active network among key actors, including CSOs, INSO, UNDSS and government agencies, to ensure gathering of reliable security information, training opportunities and emergency support.
Support the CSSC to manage security incidents and crises, including analysis of lessons learned.
Prepare the CSSC and local crisis response team members for their relevant role in the crisis management team through regular (table top) simulations.
Provide coaching and training to Security Advisers and Security Focal Points based in the Country Offices.
Maintain a database of security incidents and follow up.
Compile quarterly and annual reports of security incidents and activities of the Global Security Unit as required, ensuring that information is shared in a timely manner.
Who you are
At least a HBO (Bachelor) degree in a field relevant to security risk management in a Civil Society Organization context, preferably complemented with vocational courses/trainings.
A minimum of 3 years’ experience in the area of security risk management within a development or humanitarian organization;
A strong understanding of humanitarian principles, codes of conduct, and CSO organizational culture.
Thorough familiarity with acceptance-based models of security risk management.
Experience and understanding of contextual dynamics and local actors in at least several of the countries that Cordaid works in;
Proven analytical skills, ability to give others insight into complex issues.
Demonstrable practical experience developing and implementing security risk management policies and procedures;
Excellent advice- and negotiating skills, knows to tactfully convince people internally and externally, even in situations of conflicting interests, crisis and time pressure.
Skilled in obtaining cooperation of individuals not under supervisory control.
Able to work as member of multinational and multicultural team and manage a variety of external and internal relationships to achieve results.
Able to maintain relations and work closely together with others, including managers, local security advisers, Security Focal Points, the CSSC and the Global Security Adviser.
The ability to work independently, without close supervision, having strong organizational skills.
Demonstrated ability to transfer knowledge to staff with a diverse background through training and mentoring. The ability to develop training modules when required.
Experience in incident and crisis management, including training of local and international crisis management team members;
Reliability, calm under pressure, excellent soft skills.
Advanced knowledge of communications technology, including VHF & HF radio systems, satellite communications, tracking devices, etc..
The ability to train colleagues in Defensive Driving is an asset.
Excellent written and spoken English and French and the ability to conduct trainings in these languages. Knowledge of Dutch is an asset.
Flexible to work on irregular times, in the evening or during the weekend, and the commitment to travel to insecure areas.
What we offer
Cordaid is committed to providing you with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors, including a comprehensive insurance cover, social security and pension contribution, holiday allowance, and 13th month. The portfolio and availability during irregular times will be divided with the current global security adviser. Schedule will be fixed as much as possible, but leaves room for flexibility. Hours outside of the 24 hours/week will be compensated on a time-for-time basis. The salary range for this position is set in scale 10 with a gross monthly salary range between € 2,907 up to € 4,353 based on 36 hours per week. We offer an employment contract for one year with the possibility of an extension.
