Advisor, Staff Safety & Security, Central Africa Region

Job Summary: 
You will provide technical Safety and Security solutions to the CARO region and country programs for strategic planning, program design, monitoring & evaluation systems and staff training. The Technical Advisor supports the development of agency strategies and standards for Safety and Security and leads the region in their implementation. S/he collaborates with relevant national and international security agencies and providers, through representation, relationship building, information sharing and advocacy.
Position Objectives:
Carry out regular assessments to review and monitor compliance with best practices (i.e. MOSS), laws and policies. Conduct initial security assessments before the opening of new CRS offices/programs and assignment of staff to a country. Also conduct a risk assessment in case of office closure.
Interface with regional-level and country-level security committees, key contacts and staff from other agencies to support the regular updates of Field Security Plans (FSPs). Provide international, regional and local security information and expertise, as well as strategic and technical input (i.e. carrying out of regular threat and vulnerability assessments) to all CARO CPs in the development and management of these FSPs and other security risk management documents.
Ensure full compliance with CRS's security training and learning policy. Implement agency wide trainings at the regional and country level, including those for drivers and guards.
Advise Regional Director and DRD/Ops on CARO security management decisions, procedures, policies and practices, including the management of critical incidents. Monitor open sources and cultivate different sources of information / analysis around safety and security trends in the region. Share relevant information items with regional and CPs senior management and HQ's Safety and Security Director.
Cultivate and lead CARO's community of practice for security focal points and other interested parties to encourage learning and implementation of best practices in the area of security management.
Feed into and support the Global Security team in CRS' continuous process of improvement.
Provide technical leadership, oversight and coordination to CARO Country Programs (CPs) to ensure that appropriate security systems, procedures and staffing are in place and are fully operational.

Position Responsibilities:
Selected CARO country programs have undergone a full security assessment based on the agency's Safe & Sound Guidelines and an agreed upon assessment methodology/structure and reporting format. At a minimum, all level III areas/countries in CARO have been assessed. These include: Burundi, Cameroon, CAR, DRC and Nigeria.
All 10 CARO countries have received support in reviewing and revising and getting approved their Field Security Plans (incl. SOPs, CPs, evacuation plans). By the end of FY2019, CRS' Intranet also shows the latest versions of these critical documents. Recommendations and suggestions for strengthening these plans (i.e. per CP, regionally and globally) are documented and shared.
All 10 CARO countries have received support in complying with the agency's security training and learning policy. By the end of FY2019, completion of online S&S, IFRC, as well as in person APST, OSRT and CIMT should be 100% and be visible also in our CRSLearns system. Upon request, in person trainings should be delivered in locations where there is limited or no local capacity to do so. This could be in English, or in French.
Country and region specific security information is collected, analyzed and disseminated (sometimes through DRD/Ops or RD). This could take the form of previously shared regional communications, only adding a few more sources other than the International Crisis Group. Adequate support is provided to manage any critical incident.
Lead monthly regional Community of Practice calls for safety & security practitioners and document/share actions, decisions and outcomes.

Key Working Relationships:

Internal: Regional Director, Deputy Regional Director(s), Regional Technical Advisors, Country Representatives, Heads of Operations, Heads of Programs, Security Focal Points, HQ Safety and Security Team and Humanitarian Response Department.

External: International and local partners, including local and US Catholic agencies, US Embassy RSOs within the region, contracted security service providers, security officers of other international and local NGOs operating in CARO.

Qualifications:
Master's degree in security management, politics, international development, non-profit management, or related field. Additional experience may substitute for some education.
Minimum of 5 years work experience in operational safety and security management with an international humanitarian organization.
Formal technical training(s) in safety and security is a plus.
Technical/Professional:
Demonstrated knowledge of best practices in security and staff safety.
Experience working in delicate situations with partner organizations.
Knowledge of and working experience in Central Africa strongly preferred.
Strong cross-cultural skills.
Ability to train and convey information to non-safety personnel.
Excellent interpersonal and negotiating skills.
Excellent writing skills and strong communicator and bridgebuilder.
Proficiency in MS Office.
Diplomatic, able to manage conflict and move groups toward consensus.

Language Required: Fluency in English and French required.

Travel: Approximately 50% of travel, primarily to/within Central African countries, and sometimes in remote areas with minimal amenities available. Often with short notice.
