Tasks and Responsibilities
   
The Security Analyst provides assistance to the Chief of Mission Security (CMS) and to the Deputy Chief of Mission Security in collecting, updating and communicating information regarding the security situation in the country. She/He is directly responsible for permanent evaluation of all security related threats and the corresponding risk against SMM staff, assets, programmes and reputation.

The incumbent receives analyses and evaluates a broad spectrum of security-related information; drafts and updates security risk assessments and other analytical papers, establishes databases for open sources and specific incident related databases, develops trends and early warning indicators regarding the evolution of security situation and identifies suitable security measures and recommendations for various mission units to implement in order to avoid, transfer, lower the likelihood or impact of specific threats against SMM staff, assets, programmes and reputation.



Under the direct supervision of the Chief of Mission Security, the Security Analyst is responsible for the following tasks and responsibilities:

Gathering and evaluating comprehensive information about events or actions that may affect the safety, security and assets within the Mission area; disseminating information on security matters, conducting research, maintaining and updating security reference sources; liaising closely with other elements of the Security Unit in the planning and preparation of security plans or briefings, providing analytical support and training on risk assessment process;
Processing and analysing security-related information; creating and maintaining databases and statistics of security-related data and other correspondence files/documents; assisting the CMS and her/his Deputy in collecting, updating and communicating information regarding the security situation in the country (by drafting security advisories, security instructions, security policies and plans); supporting the SMM Security personnel with required analyses and assessments in the field;
Conducting risk analysis and threat assessments regarding security developments; drafting and updating the Mission Security Risk Assessment, weekly and monthly security reports and generic analytical papers on socio-political and security developments; preparing security briefings for various stakeholders in the Mission;
Producing short and long term operational and strategic security assessments, reporting on trends and forecasts of the upcoming security situation;
Partaking in co-ordination meetings (Reporting Co-ordination Meeting, Senior Management Team meetings, Security Management Team meetings, morning staff meetings, weekly co-ordination meeting) and taking minutes, where needed;
Performing other tasks as assigned.

Necessary Qualifications
 
 
Citizenship of an OSCE participating State, excluding the citizenship of Ukraine;
First-level university degree in security studies, risk, disaster or emergency management, social/political science, military science, public administration, law enforcement, law or related field;
Minimum of four years of professional experience in security or international relations with focus on security management including a minimum of two years of experience in analytic posts working with security data, analytical reports, analysis and assessment;
Excellent knowledge of security management, combined with solid background in military, police or security specialization;
Strong knowledge in theory and practice of security risk analysis and threat and risk assessment;
Ability to analyse security situation through analytic reports identifying trends and emerging security situations;
Professional fluency in the English language with good drafting skills;
Substantial knowledge of the politico-military history and recent developments in the Mission area; understanding and ability to manage security challenges in conflict environment;
Ability to work with minimum supervision in a demanding, unpredictable and deadline driven environment;
Possession of a valid driving license and ability to drive vehicles using manual transmission;
Readiness to travel regularly within Ukraine;
Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
Experience working in Eastern Europe is desirable;
Working knowledge of Ukrainian and/or Russian language(s) would be an advantage.

Remuneration Package
 
 
Monthly remuneration subject to social security deductions is about USD 3,872 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
