BACKGROUND
The US Department of State’s (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL), has program authority derived from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is responsible for providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs.
The International Narcotics and Law Enforcement Section (INL/CR) of the US Embassy San Jose, Costa Rica and the INL Western Hemisphere Programs (INL/WHP) office jointly is responsible for the administration of projects and INL funds. INL/CR and INL/WHP (hereinafter INL) have been working to address new security problems in Costa Rica in recent years. Based in the increase crime rates and the emergence of new aspects to municipal security, the Ministry of Public Security, with support of INL/CR, is working to define effective options for addressing the problem, including the implementation of the Colombian Police methodology of Comprehensive Citizen Security and Coexistence Analysis (AISEC), as a placed based strategy (PBS). Using these tools, INL/CR has been working with municipalities in regaining public spaces to prevent crime and strengthen community coalitions. This is an approach based on the premise that drug-related activity can be reduced if a neighborhood or community is physically designed to protect its residents. Within the scope of the Colombian Action Plan, INL/CR started a pilot project, in coordination and collaboration with the Colombian National Police, to implement AISEC in 15 cantonments in country, as part of a project INL Costa Rica called “Collaborative Community Security” (CCS). INL/CR will be working with the GOCR to expand and implement this project.
LOCATION AND TRAVEL
The physical work location is located in San Jose, Costa Rica. Travel is anticipated and required for this position.
RELATIONSHIP
The Advisor will report to his/her contracting company. The Advisor works most closely with the US Embassy INL/Costa Rica PSC Police Advisor, the Citizen Security Program Specialist (CSPS), Contracting Officer (CO), and Contracting Officer’s Representative (COR). The Advisor shall maintain open, timely and effective communications with the CSPS and INL/Costa Rica Police Advisor on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
LEVEL OF EFFORT
Hours for this full-time position will be the core hours of the US Embassy in San Jose, Costa Rica: Monday through Friday, 40 hours per week, 8 hours per year.
POSITION OVERVIEW
The Advisor will work directly with the INL/Costa Rica Police Advisor and CSPS to strengthen police reform areas worked on by INL/Costa Rica Community Collaborative Security (CCS) program. The results of the work performed by the Advisor will strengthen and enhance police reform areas in the Fuerza Publica (National Police--FPCR) and the Municipal Police. The Advisor will assist in the coordination of program development, implementation and reporting with other Costa Rican entities, INL advisors, and other advisors or contractors working for the INL program in Costa Rica and as appropriate, throughout the region.
DUTIES AND RESPONSIBILITIES
Provide expertise and assistance to the GOCR and INL/CR in the continued development of the CCS program.
Enlist the cooperation of other interested donating parties to work closely with the program and support and advise INL/CR efforts to assist the GOCR in the development of Model Police Precincts as part of the CCS program as follows:
Assist in planning, coordinating, and implementing complex and multi-faceted public involvement, public participation, citizen involvement, educational programs, activities and events to support the CCS program goals and objectives.
Draft papers and documents related to the INL/CR CCS projects for approval by the CSPS and Police Advisor. (The INL/CR Director being the final approver).
Review the organizational and operational capacities of the GOCR, including National police and municipalities. In consultation with the CSPS and Police Advisor, develop an assistance plan that will promote effective community policing practices.
Work with the FPCR to establish collaborative partnerships between the GOCR and the individuals and organizations they serve.
Assist the GOCR to develop best practices to oversee, coordinate, and administer educational and development classes/programs for various community organizations and schools.
Assist in the initiation, coordination, and implementation of neighborhood crime watch programs.
Assist the GOCR to implement, oversee, and coordinate best practices for achieving the goal of violence prevention and reduction of drug use.
Assist in the design and execution of the CCS Work Plan in collaboration with INL/CR, NGOs and GOCR agencies.
Assist in the preparation of quarterly and annual progress reports regarding each cantonment (precinct) project, as well as an annual strategic plan for the CCS project.
Attend meetings with U.S. and host government officials as requested, including the regional working group meetings.
Suggests avenues for mid-course correction if a program is not achieving its goals.
Keep the CSPS, INL/CR Police Advisor, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to project activities.
Assist in planning and coordinating meetings with representatives, community groups, and authorities to conduct effective community policing, prevention, gang and violence, and problem oriented policing programs with community and government leaders.
Assist in the development and administration of surveys that assess the impact of the above programs, include the use of control groups and present statistical information that identifies the level of impact.
Assist in the planning and implementation of innovative activities to enhance public involvement in crime prevention, information sharing, and community organization. • Prepare Weekly and Monthly activity Reports relating to Crime trends, Crime Prevention, and Community activities.
Prepare progress report in English of the meetings, seminars, and other programs conducted with the Municipal Police.
Travel with or without INL CSPS and Police Advisor to various sites in Costa Rica to evaluate the progress of the CCS Model, and ongoing crime prevention and intervention programs and efforts
MINIMUM QUALIFICATIONS
U.S. Citizen or Third Country National (TCN)
A Bachelor’s Degree in a related field from an accredited institution.
Fifteen (15) Years of demonstrated relevant experience in Municipal Policing.
Five (5) Years of demonstrated experience in management roles that include strategic planning, resource management, budgeting, oversight and evaluation and active management of law enforcement operations.
Seven (7) Years of demonstrated experience in community policing; Three (3) of which must be within last Five (5) Years.
Demonstrated experience in managing program resources.
Excellent English Verbal and Written Skills.
Superior Spanish Language Communications Skills.
Demonstrated ability to speak persuasively in Spanish and English in a variety of settings to diverse audiences to gain support for program goals.
Ability to work independently on projects and issues within overall policy guidelines.
Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups.
Must be proficient in Microsoft Office Suite.
Demonstrated ability to motivate and coordinate with the police and NGOs.
Demonstrated ability to prepare accurate, persuasive and concise written material for a variety of audiences.
Demonstrated extensive training experience in the area of Community Policing and Crime Prevention.
Demonstrated experience with creating innovative programs and projects to encourage citizen/police cooperation and involvement.
Demonstrated experience in establishing and maintaining an effective working relationship with the FPCR, community groups, NGOs and the general public.
