Job Introduction
Training and Mentoring of Nation staff up to and including EOD and IED Disposal utilising Semi remote means, high risk search and EOD Identification. To include when using Machinery to assist in clearance operations.
To assist in collection of information for writing of Daily reports, NTS reports, Implementation plans, Hazard reports, UXO reports and other paperwork as required.
To mentor the national personnel in their respective duties in such way as to make the safety of the team a priority whist still completing their tasks. This includes Quality Assurance of the Teams.
The Team Leader supervises the performance of the National Team Leader and Deputy Team Leader within the scope of their work. This requires the Team Leader to mentor and instruct the National Team leader and his deputy in the operational preparation, equipment preparation, site set up and operations.
The Team Leader will mentor and monitor the National Team Leader in command and control of operations in potentially remote, hostile and austere environments to be able to achieve the tasks given, which is to fulfil the terms of the Company contract with its Client, UNMAS.
ROLE RESPONSIBILITY:
The routine tasks and responsibilities are as given below, though these may be adjusted from time to time on instruction from the project management.
Operational delivery: Task planning and preparation: with due regard for the character and level of threat conveyed by the most recent risk assessment.
Briefings: Given as necessary to the National Staff on any and all EO/IEDD related information within their scope of expertise. Assist in the identification of EO items and actions on finding EO or IEDD items.
Assist in the identification of EO items and actions on finding EO or IEDD items, including RSP’s.
Assist the National Team Leader in how to effectively use the NTS and CLO teams, under guidance and direction of the Technical Assistants.
Task delivery: Mentoring the conduct of the National Team Leader of all phases of the assigned mission/task.
Incident management: Assist the National Team Leader in case of any accident or incident including post-incident reports, recommendations and lessons learned.
Report writing: Drafting and submitting Daily reports, EOD Spot Tasks, Hazard Forms, NTS reports, Implementation Plans and other forms as required within the scope of work and within standard company polices. Once National Team Leaders are ready, the production of such reports and returns will be transferred as required to the national TLs.
Discipline: The performance of National personnel to prescribed standards and reporting of poor performance or misdemeanours, are to be reported to the Operations Manager and Programme Manager if required. The National Operations Manager (Al Saqar) will be informed.
Law enforcement liaison: With police, military and other agencies that the team may encounter at the tactical level, assist the National team, ensuring at all times and under all circumstances, that due courtesy is afforded them and effective and cooperative relations maintained.
Direct Implementation of Communications Plans: Assist and ensure that the National Team Leader uses the correct communications plan and all team members are aware of the plan before any operations take place.
Client Relations/Client liaison: Our client is UNMAS. There will be routine on-site engagement with Client. Act professionally, politely and appropriately.
Task briefing: Assist the Team prior to mission/task departure, covering route, ICP selection and site set up, nature of the task, and equipment preparation Is correct, and sufficient for the task.
THE IDEAL CANDIDATE:
Iraq experience (desirable)
Experience in the delivery of:
CL/RE
NTS
HRS/IED/EOD clearance in Urban and Rural environments
Mech Support Operations
Minimum 3 years of experience as primary IEDD operator or as a High Risk search advisor or practitioner (Technical Field Manager, Team Leader or equivalent). (Balance of IEDD and Search experience will be required in the project).
Minimum EOD level 3+ qualification and IEDD certification (certificates must be provided in English, or translated to English)
Knowledge of International Mine Action Standards
Knowledge of Information Managements System for Mine Action (IMSMA) forms
