Local Security Assistant

Duties and Responsibilities
Key functions:
Assist in the implementation of security policies and procedures;

Help support all matters relating to the safety and security of personnel, premises and property;
Provide security information (in coordination with UNDSS) and organize security training for staff recruited in the countries and their dependents;
Participate in the development of contingency plans and the country's security plan;
Participate in the risk management process
Assist in the preparation of security risk management measures and compliance monitoring (SMR);

Summary of key functions:
Assist the Head of Office / Security Focal Point to collect, update and communicate information regarding the security situation in the Country;

Help maintain the safety plan, including updating staff lists and boat lists;
Assist in the preparation of Security Risk Management (SRM) measures;
Assist in reporting an recording security incidents affecting United Nations personnel, offices and assets;
Organize and deliver training on awareness and safety readiness, with particular emphasis on national staff;
Provide non-binding home and non-work safety advice to national staff;
Assist the Head of Office or the Security Focal Point in collecting, updating and communicating information regarding the security situation in the country:

To serve as a bridge and coordinate, as appropriate, with the authorities of the host country, at the National, Provincial and local level, including with government security personnel, police officers and security forces, as well as non-governmental and other non-state actors in the project implementation area;
Assist in assessing the security situation at the duty station and ensure the appropriate collection and verification of security information that may be necessary for an appropriate analysis of the situation by the Head of Office / Security Focal Point;
Communicate security information to OCHA staff as required;
Maintain regular contacts with UNDSS and UN Security focal points;
Help maintain the security plan, including updating the staff lists;
Assistance in preparing and reviewing OCHA's security plan;
Support actions during the implementation of the security plan, as needed;
Assist in reporting security incidents affecting OCHA personnel, offices and assets and assist in the preparation of security reports, including the security incident report;
Provide support for the organization and delivery of training courses on security awareness and preparedness, as well as for the security orientation of newly appointed or recruited staff;
Provide general administrative security assistance to the Head of Office / Security Focal Point;

Keep current and confidential records / documents;
Maintain a database of contact details of host country security authorities;
Organize appointments, receive visitors, place and monitor phone calls;
Respond to queries with discretion and take minutes and / or notes at meetings;
Perform other security related duties assigned by the Head of Office / Security Focal Point:

Conduct security assessments and provide advice on security measures for United Nations staff residences, as well as the latest trends and threats to staff security;
Establish and maintain a system of islanders and keep up-to-date information on United Nations offices and residences;
Maintain liaison with commercial companies used for UN security in offices and residences, to ensure effective use of the guard force.

Required Skills and Experience

Education:

State diploma required, a desirable university degree, but this is not a requirement.
Experience:

6 years of experience in risk management or analysis, preferably in the context of United Nations security or a related field of activity. Prior experience of the United Nations system or an international NGO is desirable.

Language requirements:

Mastery of written and spoken French and the national languages ​​of the place of assignment.
Other skills and requirements : Experience in diplomatic security, protection and intelligence as an asset, knowledge of host country security codes and use of office communication equipment; Strong computer skills (MS Word, Excel, Access and PowerPoint); possession of a valid driver's license; ability to travel; good p
hysical shape.
