Country Safety Coordinator (Re- Advertised)

Employer: Danish Refugee Council (DRC)
Location:  Addis Ababa with frequent travel to Field Offices (60-75%) in a roving support capacity    
Reports to: Country Director   
Start of Contract & Duration: One Year 

Overall purpose of the role:  
The Safety Coordinator will be responsible for supporting the development and implementation of the DRC Safety Risk Management (SRM) system throughout the DRC areas of operation in Ethiopia and Djibouti. This will be done in close cooperation with the Regional Safety Advisor, Country Director, Area Managers, and Safety Focal Points in the DRC field offices in Ethiopia and Djibouti. 

RESPONSIBILITIES AND TASKS 

Responsibilities: 
Facilitate compliance audits as part of the Safety Risk Management (SRM) system, including Minimum Operating Safety Standards (MOSS) and Safely Level System (SLS) audits. 

Training of local staff and mentoring of Local Safety Officers (LSOs) and Safety Focal Points (SFPs), including Personal Awareness and Safety Training, staff inductions, and training on Standard Operating Procedures (SOPs) 
Assess safety risks for DRC programmes in Ethiopia and Djibouti to facilitate programme delivery. Assessments will be undertaken as described in the DRC organizational handbook. 
Facilitate the implementation of the SRMS, including undertaking minimum operating safety standards (MOSS) and safely level system (SLS) audits on a quarterly basis and/or as needed. 
Ensure safety improvement plans (SIPs) are drafted and finalized/approved with Area Managers and the Country Director. 
Assist in the implementation of safety management policies, protocols and procedures, including Safety Improvement Plans (SIPs) 
Facilitate programme access and continuity through the provision of dependable advice, weekly sit-reps, and safety advisories, as needed 
Responsible for ensuring that Local safety rules (LSRs), standard operating procedures (SOPs) are established and updated quarterly or as needed. 
Maintain current safety risk assessments (SRAs) for all DRC sites in Ethiopia and Djibouti. 
Maintain relevant safety documentation, such as SOPs, LSRs, pre-arrival briefings and contingency plans, plus records of safety incident and training registers. The online safety level system will be kept accurate for all program sites. 
Manage DRC and contracted guards in Addis Ababa and ensure minimum safety standards and random compliance checks are completed. 
Coordinate the country level Incident Management Team (IMT) and support Area IMTs 
Represent the DRC Ethiopia programmes within inter-agency fora as related to safety issues 
Regularly monitor the organization’s Motor Vehicles using the established tracking system. 
Visit each field office a minimum of every 2 months and review the MOSS in liaison with the Area Managers. 
Any other duties as directed by the Country Director

PERSONAL SPECIFICATIONS 

REQUIRED 

Experience and technical competencies: (include years of experience) 
Fluent in written and spoken English 
Experience working with NGOs/International Organizations in a complex humanitarian context 
Previous management and/or supervisory experience, preferably in an NGO 
Military and/or Police experience is not required; NGO safety management experience is desirable 
Stable, moral and robust character and a good team-player 
Willingness to travel widely throughout Ethiopia, Djibouti and the HoA&Y region 
Excellent communication skills, both verbally and in writing, including negotiations and mediation 
Previous experience as a trainer/instructor/teacher 
EXPERIENCE- 4 years of proven and relevant work experience.   
Strong interpersonal and communication skills and the ability to work under pressure to tight deadlines. 
Excellent skills in the use of computers (MS Word, Excel, outlook Power Point). 


Education: (include certificates, licenses etc.) 

EDUCATION/TRAINING- BA degree in relevant fields. 

Languages: (indicate fluency level) 

English  - Fluency in spoken and excellent in writing. 
Basic knowledge of French an advantage.
