Description:
Engility is seeking an experienced Security Coordinator to support our African Peacekeeping (AFRICAP) program in Somalia. This program carries a significant degree of risk. Al-Shabaab and other insurgent groups have demonstrated both the capability and intent to attack contractor facilities with mortars, suicide vehicle-borne improvised explosive devices, and small arms. There is no permanent U.S. diplomatic presence in Somalia and that there should be no expectation of a USG-assisted evacuation. The Security Coordinator shall coordinate closely with AMISOM and the FGS to safeguard program personnel and operations.
The duties and responsibilities include but are not limited to the following:
Advises, plans, and develops the appropriate approach to the solution of a unique functional security
related problem as relates to program/project implementation.
Performs threat analyses to develop detailed security and evacuation plans.
Ensure compliance with and adherence to standards, processes, guidelines and rules determined to be applicable for a given project / program site to ascertain strict adherence to duty of care provisions.
Provides the principal management with assistance in implementing/executing the design and development of security plans.
Coordinates with AMISOM, Somali Security Forces, and Contract Security Forces
Conducts site surveys and risk assessments and manages security projects associated with facility protection and business operations
Ensures security policies and procedures comply with Somali Law, U.S. government and contractual requirements.
Provides security leadership to all site locations at assigned region.
Represents Engility in security meetings with AMISOM, Somali security forces, USG, or other force protection forces as may be requested.
Develops and implements security policies and polices for the program and monitors employee compliance.
Coordinates security support through AMISOM, SNA and other agencies, including sub-contracted drivers for all movements.
Ensures security operations are conducted in accordance with U.S. regulations, Somali laws, and Engility policies and procedures.
Manages employee security training.
Creates and executes security plans and revises as required to meet changing needs and requirements.
Maintains/conducts testing of evacuation/contingency plans.
Leads/participate in development of crisis and business continuity plans; acts as member of crisis management team.
Works with the Engility Project Manager to ensure that safety and security training is delivered within a systematic program which promotes interactive and participative learning and the personal development of employees.
THIS POSITION IS CONTINGENT UPON GOVERNMENT AWARD
Qualifications:
Education & Experience:
BA/BS in a relevant field
Minimum nine (9) years of military, security, or law enforcement experience with senior level management exposure to the spheres of strategic planning, project and budget management, employee mentoring and leadership.
At least three (3) years previous security management experience in high threat areas such as Somalia, Afghanistan or Iraq.
Knowledge of safety and security best practices and a willingness to develop an in-depth knowledge of Engility security policies and procedures.
Excellent interpersonal skills and an ability to establish and maintain positive working relations in a multi-cultural, multi-ethnic environment respecting local diversities and gender balance.
Comprehensive oral and written skills and a proven ability to provide clear and precise instruction / briefings to a variety of internal and external audiences.
Fluency in spoken and written English is essential.
Ability to use computer applications such as Microsoft Excel, Word, PowerPoint and Access as a tool for information management and internal / external communication.
