Job purpose:

The Safety & Security Advisor Syria (SSA-S) will inform senior management of Safety & Security related issues in Syria and Jordan. The SSA-S will ensure that the CD and SMT are kept informed of all security developments in those locations, and are in a position to take appropriate action when required. The SSA-S is responsible for ensuring that appropriate systems and procedures are in place to maximize the Safety and Security of all GOAL staff in Syria and Jordan and that these systems and procedures are adhered to at all times. The SSA-S is responsible for working with Programme Managers at all levels to ensure that Safety and Security is mainstreamed into all areas of operations in the Syria AoO and Jordan.

Duties, objectives and competencies

• To be a focal point for Safety and Security issues for all GOAL programmes and operations in both Syria and Jordan; giving constant strategic advice regarding Safety and Security to the CD and SMT; to liaise with both the Regional and Global Security Advisors in terms of information collection, analysis, and dissemination.

• Incident Reporting, Tracking, Mapping, & Analysis: to maintain tools for Security Incident Information Management, ensuring Incident Reports are submitted on time, incidents are tracked and analysed and lessons learned.

• Context & Conflict Reporting: to maintain a robust reporting system including Morning Sitreps, Weekly Reports, which keep the CD and SMT abreast of all contextual and conflict developments in Syria, and the analysis of those developments; deliver immediate Flash Reports when an incident impacting or likely to impact GOAL in Syria occurs.

• Conflict Sensitivity: to integrate Conflict Sensitivity considerations into all aspects of S&S (area assessment and conflict analysis; risk assessment analysis; context reporting; etc.).

• S&S Policies & Procedures: to be familiar with GOAL’s Safety and Security procedures and policies (SSEP and SOPs) and support the CD in ensuring that these are adhered to at all times; to continually review all Safety and Security procedures and policies, ensuring that they are kept relevant to the evolving Safety and Security context of each location in Syria.

• Security & Context Briefings: to provide security briefings (personal security and context) as part of the induction for new GOAL staff in Jordan and GOAL visitors to Jordan, as well as Context Briefings at regular programme and grants meetings for Syria-based programmes.

• Security Training: Advise on in-country training for GOAL staff in relation to Safety and Security; develop a progressive training/revision programme for all staff and as required, source external training to meet identified training needs.

• Operational Security: Ensure that all preparedness measures as laid out in the security guidelines are in place, in particular evacuation plans and security communication mechanisms; provide recommendations to the CD on any aspect of a field site’s safety or security management, in either Syria or Jordan, which requires improvement; continually assess day-to-day programming and operations in order to identify risks and threats and advise accordingly.

• Team Management: to provide technical management, guidance and on-the-job training to the GOAL security team in Syria on day-to-day Safety & Security issues.

• Crisis Management & Contingency Planning: to contribute to the Contingency Planning process by developing potential scenarios that inform contingency planning and participating in planning sessions; represent S&S in Crisis Management through active participation in the Syria Incident Management Team

• Networking & Representation: to establish points of contact in a variety of organisations including GOAL’s partners in Syria, other humanitarian agencies, etc., and maintain those contacts; establish a range of sources for information gathering; represent GOAL at various groups and for a relevant to humanitarian Safety & Security in Syria; liaise when necessary with GoJ departments and officials.

Requirements (essential)

· Jordanian national;

· Fluent written and spoken Arabic and English;

· Third level qualification in International Relations, Conflict Resolution, or similar discipline;

· Safety & Security Management training carried out with a recognised provider;

· At least 3 years field experience with an INGO or within the international community with responsibility for safety and security management;

· Proven ability to produce timely situation reports and an analysis of events;

· Sound judgment, diplomatic tact, maturity and common sense;

· Experience in liaising with various agencies;

· Experience in working with a large team;

· Broad-based knowledge and understanding of the political, social, and security situation in both Syria and Jordan.

Requirements (desirable)

· Masters’ Degree level qualification in International Relations, Conflict Resolution, or similar discipline;

· Professional qualification in Security Management;

· Experience in designing and providing safety and security training.
