Adam Smith International is a leading provider of expert technical assistance to justice, policing and defence institutions in the Middle East, Africa and Asia on behalf of the UK government and other European countries. We are refreshing our network of expert consultants in order to fill vacancies on existing projects and in preparation for a diverse range of future projects.

Applicants should be able to demonstrate a minimum of 10 years’ relevant professional experience within justice, policing or defence sectors, an ability to work effectively in culturally diverse and politically sensitive environments, and strong expertise in the following areas:
Justice: Reform and capacity building of ministries, judiciaries and prosecutors; Case management and court administration; Strategic planning and policy development; Building training capacity; Access to justice, including legal aid; Informal/non-state justice mechanisms; Cross sector coordination; Anti-corruption; Counter-terrorism; Violence against women and girls; Oversight by parliament, ombudsmen or other bodies; and Human Trafficking.
Policing: Strategic planning/policy development; Organisational development and change management; Building training capacity; Counter terrorism investigations; Preventing / countering Violent extremism; Serious and organised crime; Community policing; Public relations; Anti-corruption; Violence against women and girls; Child protection; Victim and witness support/protection; Professional standards; Oversight by ministries, inspectorates, other bodies; Forensics; Detention facilities; and Human Trafficking.
Defence: Strengthening Ministries of Defence and other forms of civil oversight; Strategic planning; Command and control structures; Counter Terrorism/Counter Insurgency; Military Intelligence; Training policy, design and delivery; Human Resource Management; Disarmament, Demobilisation, Reintegration; Logistics; Civil-military coordination; Stabilisation / Peacekeeping; and Military Justice.
Cross-cutting skills: Strategic communications; Human Rights; Gender Sensitivity; Political Economy Analysis; Conflict analysis; Project design; Project leadership and management; Monitoring and Evaluation; and Risk Management.
