Engility is seeking a Senior Counterterrorism Law Enforcement Advisor to join our Team located full time in Bosnia to support the ICITAP Mission.
Project Description
This is a two-year pilot project which will focus on building sustainable capacity of law enforcement agencies in the Western Balkans and Southeast Europe region to effectively identify and investigate incidents of suspected and/or known terrorist activity within a rule of law framework.
Position Description
The main focus of the Counterterrorism Senior Law Enforcement Advisor (CT SLEA) position will be to build collaborative, bilateral and regional counterterrorism investigations capacity and relationships throughout the Balkans via training programs, mentorship, and workshops. Individual, focused training opportunities will be identified as the CT SLEA works closely with Embassy country teams, ICITAP HQ, and the Department of State’s Bureau of Counterterrorism (CT).
Duties Include but are not limited to:
Identify, review, and document existing law enforcement efforts and gaps in identifying and investigating acts of terrorism in focus countries in the Western Balkans, and regionally; Identify/assess gaps and needs during the first three months of deployment.
Foster and develop collaborative, regional and bilateral counterterrorism investigation efforts, SOPs, and relationships throughout the Balkans. Extensive experience working on federal counterterrorism investigations required.
Mentor and/or facilitate the establishment of professional relationships between Balkan nation law enforcement institutions and other regional and international entities combatting terrorism
Develop and facilitate bilateral and regional trainings for law enforcement and criminal justice practitioners on terrorism-related issues including: investigation and prosecution of terrorism cases, evidence identification and collection, terrorism-related illicit financing and weapons trafficking; building and maintaining terrorist watchlists; building whole of government approaches to counter terrorism.
Facilitate regular working groups and roundtables to develop bilateral and regional approaches for addressing foreign terrorist fighter recruitment, and develop SOP’s and mechanisms for sharing information within, and between, countries.
As appropriate, and in coordination with other U.S. government implementers, provide technical advice and guidance to host nation police institutions in developing counterterrorism-related policies, procedures, and regulations. Previous experience working with federal counterterrorism watchlisting strongly preferred.
Work closely with other capacity building positions including the DOJ Office of Overseas Prosecutorial Development Assistance and Training CT Resident Legal Advisors (RLA) and the Department of Homeland Security (DHS) Attaché.
Work with a wide variety of international actors to maximize resources and build comprehensive capacity.
Qualifications:
Minimum ten years’ experience working in law enforcement preferably on counterterrorism cases.
Extensive and recent experience related to interagency collaboration and information sharing in CT-related cases.
Extensive and recent experience working on federal counterterrorism investigations required or with federal agencies on launching and developing terrorism-related investigations.
Demonstrated initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts, as well as an ability manage several projects simultaneously while keeping overall program goals in perspective;
Communicate complex issues in a timely and concise manner, both orally and in writing;
Experience in integrating comprehensive approaches with other USG agency activities;
Supervisory/management experience including resolving personnel conflicts; developing and managing budgets; managing projects; and drafting strategies, policies, and operating procedures.
Desired Qualifications:
Recent experience in building and maintaining terrorist watchlists.
International law enforcement development/reform experience, collaborating with foreign government officials, international organizations, U.S. embassy staff, and interagency personnel.
Experience working on counterterrorism cases in Europe and/or the Western Balkans.
