Description:
The US Department of Justice ICITAP is seeking the position of Law Enforcement Project Director (LEPD) for Ukraine. The LEPD position will oversee a wide variety of law enforcement projects focused on supporting significant change in the criminal justice organizations and procedures in Ukraine.
The ICITAP Program Office in Ukraine works with the Ministry of Interior (MOI), National Police of Ukraine (NPU), the Department of Patrol Police, and smaller projects with
specialized law enforcement organizations in the country.
The LEPD will serve as the manager, law enforcement advisor, and resident U.S. law enforcement expert for US Government funded projects in Ukraine. The LEPD will oversee a team of over 50 implementation staff (U.S. and local). This includes oversight of the budget, administration, procurement and programmatic teams. These projects are managed by U.S. and third-country project coordinators, and the LEPD is responsible for all aspects of project management and implementation. The LEPD serves as the primary interlocutor with ICITAP Headquarters in Washington and the Department of Justice General Contractor that supports the program office. The LEPD will take the lead in the embassy working with partner agencies, notably State/INL that is the primary donor for law enforcement work in Ukraine. In addition, the LEPD must develop and maintain close relations with the counterpart law enforcement agencies in Ukraine that are the recipients of the assistance program.
The LEPD’s job assignment will include the following duties:
Work with ICITAP HQ and the Inter-agency project donors to develop project plans and budgets for future Ukrainian law enforcement reform initiatives.
Oversee the operational and administrative implementation of USG-funded projects in Ukraine.
Build and maintain strong relations with the partner agencies work in US Embassy Kyiv.
Work with the measurement and evaluation (M&E) personnel in ICITAP HQ to develop indicators for outcome and impact measures for new projects while assuring that existing projects meet project objectives and indicators.
Implement and maintain sound business practices to track program expenditures and plan future budgets.
Champion performance values, notably ethics and accountability, in the program office’s practices and human resource decisions.
Qualifications:
Must be US citizen due to Government clearance requirements.
Minimum of 15 years of experience either as a sworn officer in US civilian law enforcement or managing law enforcement reform and administration.
A minimum of 5 years of experience managing or conducting law enforcement training.
Minimum of 2 years of experience working overseas.
Must hold an active Secret security clearance.
Desired Qualifications:
The following qualifications are highly desirable for the LEPD position:
Experience managing foreign nationals in overseas setting.
A degree in criminal justice or related field.
Masters of Business Administration, program management certification, or a similar administrative program.
Written or verbal skills in Ukrainian or Russian languages.
