DanChurchAid (DCA) invites applications for a Security and Access Manager (SAM) for the Syria & Iraq programme. This is a non-family position based in North East Syria (NES), with frequent travel to Iraq.

The DCA Syria & Iraq programme is a fast-paced growing programme with a 3-year footprint in northern Syria and 1-year footprint in Iraq. The activities are wide-ranging and include risk education, survey, clearance of explosive hazards, cash transfers, vocational training, NFI distribution, psychosocial support and early recovery.

As the SAM you will refer directly to the Country Director (CD) and be an active member of the senior management team. You will provide operational input and planning to all DCA projects and work to ensure that organizational security policies and procedures are responsive to the context, adequate and known to staff. You will advise on humanitarian access processes and approaches and will develop, facilitate and maintain access in existing and new locations for DCA offices and activities. You will conduct training for staff, facilitate the development and implementation of appropriate mitigation and contingency plans, and update/implement standard operating procedures. In addition, you will be required to develop and maintain effective working relationships with other humanitarian organizations and security information providers for knowledge sharing and triangulation of information.

Main technical tasks and responsibilities include

Manage and coordinate all security related tasks in the DCA Syria & Iraq Programme;
Advise on humanitarian access processes and approaches to develop, facilitate and maintain access in existing and new locations for DCA premises and activities. Acquire all relevant access letters and permissions;
Provide technical support to the CD on all policies, procedures, guidelines and planning for staff safety, operational security and programme continuity;
Travel regularly to field locations across North East Syria and Iraq to conduct assessments of all DCA premises and areas of work, prepare reports with recommendations, and immediately implement security related improvements;
Assess protection of beneficiaries in DCA project activities and prepare reports with recommendations for improvements, if required;
Oversee selection and management of third-party protection providers in the field, as and when required;
Evaluate, review and update the security management plans on a regular basis. Reference and ensure compliance to DCA Security Management Framework within the SMP and all annexes;
Develop, consolidate and implement operating procedures, mitigation and contingency plans;
Develop ongoing relationships with local authorities, relevant security actors and other power brokers within areas of operation. Work to ensure that DCA, its mission and work in the areas of operations is known and accepted by all stakeholders;
Develop and maintain effective working relationship with other humanitarian actors, including INSO, for regular and timely information sharing and joint planning, where applicable;
Collect and compile all security reports on a regular basis, triangulating data from various sources;
Provide regular trainings for DCA staff on security preparedness, prevention and response. Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; Communications protocols, Health and Safety in the workplace, etc.
Provide safety briefings and inductions to new staff and visitors;
Manage and mentor national Security Officers in NES and Iraq, and provide structured and sustained capacity building to guards and base managers;
Provide capacity building and training to local partner organizations, as and when required.
Any other duties, as requested by the CD.

Additional responsibilities include:
Contribute to a culture of excellence, continuous improvement and performance optimization across projects.
Maintain effective working relationship with other members of the programme;
Represent DCA in NGO security forums and groups in NES and in Iraq;
Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit.


We are looking for the following qualifications:
A minimum of 5 years of work experience within international humanitarian assistance programmes with demonstrated capabilities in planning, organizing and executing humanitarian security operations in the field;
Tertiary level education in a security related field;
Understanding the humanitarian principles linked to NGO field and operations contexts;
Advanced knowledge in communications technology;
Strong experience as a trainer; ability to develop, implement, facilitate and impart learning to a wide range of audiences;
Ability to gain a precise understanding of the various local, regional, country and international policies, operational positions and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur;
Regional experience strongly preferred;
Previous NGO security management an asset;
Ability to fit well within a small team;
Fluent spoken and written English language is essential, and Arabic is desirable.
