PURPOSE OF POSITION:
The Response Security Manager (RSM) will support the Response Director in ensuring effective security measures for the Response Operation are appropriately planned for, and addressed within the national context. Lead in the optimization of organizational security towards prevention and mitigation of operational risks for ministry effectiveness by establishing security mechanisms for institutionalizing the culture and practice of safety and security within the response operation.
The incumbent is someone highly knowledgeable in humanitarian safety and security risk
management in a complex emergency setting, with the ability to rapidly develop the security structure, provide leadership and implement and sustain the security strategy for the Response Operation in a limited timeframe.
KEY RESPONSIBILITIES:
Develop and implement the Response Operations security strategy in alignment with WV security policies and procedures to ensure the operational priorities of the Response Operation are appropriately supported.
Ensure Security Risk Assessments, Country Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines.
Ensure all aspects of the security strategy are mainstreamed into the Response program implementation.
Provide leadership/ management of the security team in the Response Operation.
Conduct Security Risk Assessments in consultation with the Response Director, Director- Corporate Security, WV Bangladesh and Regional Security Director.
Ensure Country Risk Ratings are established and updated as required.
Ensure Core Security Requirements are implemented in line with Country Risk Ratings.
Support the Response operation and program managers in carrying out HISSCAM assessments to ensure Civ-Mil relationship between the Response Operation and armed actors in the environment does not impact on the safety and security of staff or WV profile management in the community.
Develop effective contingency and response plans to mitigate the impact of any critical security incident on WV staff, assets and operation in the response area.
Conduct timely investigations on critical security incidents when they occur.
Build and maintain operational and strategic level coordination and liaison mechanisms with WV stakeholders and partners in the operational areas in particular, and country in general.
Represent WV at UN and NGO security coordination meetings and ensure information from these groups is disseminated to relevant leadership and staff of the Response Operation.
Assess, develop and implement the Response Operation and National Office security management capacity building plans based on local security risk assessments.
Mentor and coach the Response Operations Security Coordinator (RSC) towards capacity enhancement.
Build a culture of enhanced security awareness by staff of the response operation, and monitor compliance levels at all time.
Provide regular security reports to the Response Director, Director- Corporate Security, WV Bangladesh, Regional Security Director.
Ensure all security incidents are reported in accordance with WV Security Policies.
Conduct performance reviews of the RSC and security focal persons.
Collect, analyze and disseminate security information appropriately.
KNOWLEDGE, SKILLS & ABILITIES:
Bachelor’s degree or equivalent experience.
Police/Law Enforcement or military training.
Recognized international humanitarian safety and security or corporate security risk management certifications.
No previous criminal record or convictions.
REQUIRED: Confirmed employment of the security officer is contingent on him/her passing the HEAT training course within 90 days of employment (probation period).
At least 5 years progressive, professional managerial level experience in a security risk management or emergency service sector (public, private, and government or NGO).
Field experience in complex emergency operation.
Strategic / Managerial experience.
Minimum three (3) years’ experience working with UN Agency / NGO.
Radio and/or Satellite phone communications experience, operations and management.
Preferred Skills, Knowledge and Experience:
Demonstrated experience in designing and delivering training.
Demonstrated project management stills and the ability to work effectively under pressure (particularly in a crisis situation).
Ability to communicate well in English(verbal and written) – particularly in a crisis situation.
Valid Passport and Driver’s License (local & international).
First Aid qualified.
Computer literate (Word, Excel, PowerPoint).
Professional - behave in professional manner at all times and demonstrate ability to represent the organization well at interagency meetings.
Demonstrated personal values, attitudes and behaviors that are consistent with World Vision Core Values.
Work Environment/Travel:
This position requires regular travel between the field-based offices and programming areas.
International travel may also be required.
