Position Title Field Security Officer (FSO)
Duty Station :Kasulu, Tanzania Classification Professional Staff, Grade P2

Context:
The Staff Security Unit (SSU) is responsible for providing leadership on safety/security policy management and Mission operational support to enable the safest and most effective implementation of IOM programmes and activities.
Under the direct supervision of the Chief of Mission (CoM), in coordination with the Head of Sub-Office (Kasulu), with technical and policy support from the Regional Field Security Officer, the successful candidate will be responsible for all security and safety matters related directly or indirectly to all IOM personnel and property in Tanzania. S/he will assist in the management of the IOM Tanzania Security Unit, implement appropriate safety and security management procedures that will effectively address staff safety and ensure the protection of IOM assets. S/he will also be responsible for aspects of the mission’s and its programmes’ safety and security; implement IOM’s Safety and Security Policy and the security policies and procedures of the United Nations Department of Safety and Security (UNDSS) in accordance with the UNDSS-IOM Memorandum of Understanding (MOU).
Core Functions / Responsibilities:
1. Review and make recommendations regarding safety/security requirements of the Tanzania Page 1 / 4offices and liaise regularly with the Regional Field Security Officer (RFSO) on emerging threats and specific security conditions, among others.
2. Maintain open lines of communication concerning all aspects of general mission safety/security with relevant partners, UNDSS, and as required, the host government’s various security services.
3. Develop and maintain a close working relationship with the UN Department of Safety and Security (UNDSS) and appropriate IOM security focal points regarding mission/programme safety and security.
4. Develop a solid understanding of the UNDSS security management system in Tanzania and keep abreast of all changes and developments as they occur.
5. Conduct as required security assessments/evaluations/threat/risk analysis (both tactical and strategic) for IOM Tanzania in coordination with the RFSO and offer appropriate mitigation recommendations.
6. Assist in the design and implementation of security-related strategies and programme specific security Standard Operation Procedures (SOPs) and establish a concrete course of action for their implementation.
7. Conduct regular safety/security briefings for all staff and targeted training for identified programme staff in relevant areas (counter-surveillance, defensive driving techniques, evacuation drills, mass casualty response, hostage survival, stress awareness, operational and personal security measures).
8. Monitor and support Operations and Medical movements, as well as that of migrants, as required in field operations and overall general movements schemes.
9. Ensure all relevant safety/security information is disseminated in a timely manner to all IOM Tanzania staff and to the extent possible the programme's service providers.
10. Assist in developing and regularly review all internal evacuation and emergency contingency plans and make recommendations as necessary (emergency evacuation, assembly/safe areas, mass casualty management and emergency communications), to develop appropriate responses, including required human and technical resources for effective implementation. 11. Conduct regular document reviews of existing security plans and policies and update, edit or improve, as required.
12. Conduct regular physical security surveys of facilities and staff housing within the mission area. Identify various levels of risk (risk matrix) and potential mitigation measures within the concept of IOM's country mission risk management strategies. In coordination with the RFSO, produce a consolidated Security Risk Assessment document for the mission.
13. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Security Management, Social Sciences, Law, Disaster Management, International Studies, Communications or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience. • Studies in the National Armed or Security forces of country of residence may be considered an Page 2 / 4equivalent diploma with four years of relevant professional experience. Experience
• Experience working in security management, military experience, law enforcement, Disaster Risk Management preferably at an international level;
• Previous experience in UN/IOM Missions, International Peacekeeping or Emergency Missions; • Experience in planning and execution of security agencies or organizations highly desirable; • Previous experience in dealing with law enforcement agencies is an advantage; • Proven ability to collaborate with senior military and government counterparts. Languages
Fluency in English is required. Working knowledge of Swahili is an advantage.
