DSS-Security Operation Officer

Job Purpose and Organizational Context

As per the Secretary General memo and the Memo signed by four United Nations Under the Secretary General, the United Nations Department of Safety and Security (UNDSS) Somalia has been informed to integrate UNDSS, the United Nations Mission Somalia (UNSOM) and the United Nations Support Office in Somalia (UNSOS) Security into the UNDSS Integrated Security Structure. Part of this integration is creation of a Security Operations Centre (SOC). 
These duties are being handled by the Security Information and Operations Centre (SIOC).  An officer is required in order to make this transition. The officer is to train security officers, integrate UNDSS/UNSOM/UNSOS Security Operations Centre personnel, create Standard Operating Procedures (SOPs), Response Plans and enhance Communications. 



The relevance is that the Somalia mission is the one of the last missions that is not integrated in security, the creation of the SOC is essential in order to provide the support required across Somalia. The stakeholders are they entire UN Country Team, all UN Staff members, International and National and including all UNSOS/UNSOM staff members in the entire country.  The bulk of the work will be in the MIA, UNSOS compound in Mogadishu.  Mogadishu is a high-risk environment.


DUTIES AND RESPONSIBILITIES
Security Plan and Business Continuity:

The officer is expected to review the current SOC arrangements by taking stock of the current organization and briefing the Deputy Principal Security Adviser (DPSA). 
The officer will create a SOC work plan, implement the plan, write SOPs and train SOC personnel.
Emergency response plans are to be prepared for different scenarios addressed in the work plan.
The officer should be prepared in assisting Humanitarian Agencies when required and at the direction of the DPSA.
Programming:

The officer should be prepared in assisting Humanitarian Agencies when required and at the direction of the DPSA and assist Humanitarian agencies when required for access.
The officer will work from the SIOC/SOC where the SOC personnel will be located. 
In order to assist the officer, the officer will be provided the Security documents such as the Security Risk Management Policy (SRM), Security Plan and current SOPs. 
Security Risk Management Measures:

Ensure that UNDSS management is briefed sufficiently on security requirements in order to take decisions and provide adequate resources so that staff members are provided with; and proficient in the use of, safety and security equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field through the PSA.
Establish internal communication systems so that UNDSS communications are integrated into the appropriate UN Security Emergency Communications System.
Provide advice on selection and procurement of appropriate equipment for security, telecommunications equipment, etc.
Provide advice on the security of transportation and logistics.
Provide orientation and training to international and national staff members on security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas.
Coordinate with DSS 24-hour response to all security related incidents involving UNDSS staff and eligible dependents.
In coordination with UNDSS, and on behalf of the DO, ensure appropriate professional liaison with local authorities responsible for security, law and order, counterparts in diplomatic missions and municipal/civic/religious and traditional leaders.
Office Security and Humanitarian Access:

Conduct periodic appropriate security assessments of Humanitarian agency premises and equipment and advice on shortfalls in security preparedness with recommended improvements and solutions.
Represent UNDSS security interests in any common premises that UNDSS occupies ensuring that staff safety and security are primary considerations.
Assist Humanitarian agencies in Premises Security advice and implementation of SRM measures.
Office Security and Humanitarian Access:

The Security Operations Officer/ Humanitarian Access will, in consultation with the PSA, respond to request from the UNDSS, to perform UN System related tasks.
Any other security related tasks assigned by the UNDSS PSA.

REQUIRED SKILLS AND EXPERIENCE
Education:   

Master's degree in Military, Political Science, International relations. Foreign Affairs or equivalent, or the UN Command and Staff College.

Experience:

Minimum 5 years of relevant and progressive responsible, senior-level experience in the field and headquarters operations
Minimum of 3 years of prior Military or Police experience is mandatory. 
Experience as a Joint Operations Centre Officer is mandatory.
Work experience with International government officials/diplomatic missions.
Experience with humanitarian agencies to plan and evaluate complex humanitarian emergency assistance programmes is mandatory.
Experience in direct security and emergency/response management experience in both conflict and post-conflict environments.
Direct experience in an Operations Centre (military, UN or Police)
Experience in producing threat assessments for senior officials.
The officer should have knowledge of a range of humanitarian assistance, emergency relief and related human rights issues.
The officer should have excellent supervisory, teambuilding and negotiation skills


Language Requirements

Fluency in written and spoken English is required. Working knowledge of the language spoken in the duty station is highly desirable, but is not a requirement.
