The Celestar Corporation has been issued a task order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). PERIOD OF PERFORMANCE: One (1) Year from the Date of Assignment with the potential for Three (3) follow-on Option Years.

LEVEL OF EFFORT
Hours for this full-time position will be the core hours of the US Embassy in San Jose, Costa Rica, Monday through Friday, 40 hours per week, 8 hours per day.

POSITION LOCATION AND TRAVEL
The physical work location is located in San Jose, Costa Rica. Travel is anticipated and required.

RELATIONSHIP
The select Advisor will report to Celestar.. The Advisor works most closely with the US Embassy INL/CR Director, INL/CR PSC Police Advisor, the Contracting Officer (CO), and Contracting Officer’s Representative (COR). The Advisor shall maintain open, timely and effective communications with the INL/CR Director and Police Advisor on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.

BACKGROUND
The US Department of State’s (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL), has program authority derived from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is responsible for providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs.

The International Narcotics and Law Enforcement Section (INL/CR) of the US Embassy San Jose, Costa Rica and the INL Western Hemisphere Programs (INL/WHP) office jointly is responsible for the administration of projects and INL funds. INL/CR and INL/WHP (hereinafter INL) work closely with US law enforcement agencies to ensure that Costa Rica has the training and tools needed to combat illicit drug traffic and transnational organized crime. INL also works directly with various USG agencies, such as the Department of Justice, as well as with various Government of Costa Rica (GOCR) institutions including the Public Ministry, the Secretariat of Security and its various specialized police units, Ministry of Health, and the Ministry of Education.

POSITION OVERVIEW
The Police Reform Advisor will serve in Costa Rica as the subject matter expert for training evaluation and mentoring to improve Costa Rican investigative capacity, improve the Costa Rican judicial system, protect human rights, reduce impunity, and strengthen the Costa Rican National Police (CRNP) and the Public Ministry. The Advisor will provide technical law enforcement expertise, technical assistance, and training on behalf of INL/CR in support of host nation efforts to accredit the Costa Rican Police Academy and improve operations and curriculum. The Advisor will provide expertise and assistance to the Secretariat of Security, the Criminal Investigations School Administrator, and INL/CR in the continued development of the Costa Rican Academy and Investigations School’s curriculum. The Academy is tasked with providing comprehensive training to all in-service investigators, evidence technicians, prosecutors and judges, as well as a continuing education and specialty curriculum.

The Advisor will assist the INL Costa Rica Director and Police Advisor to strengthen police reform areas presently being worked on by INL Costa Rica (SIMEP Institutionalization and Police Academy Reform) as well as any other policing area thought to be important by the INL Director (Costa Rica). The results of the work performed by the Advisor will strengthen and enhance police reform areas in the Fuerza Publica (National Police) and Police Academy (Costa Rica).
The Advisor will provide assistance with program development, implementation and reporting with other Costa Rican entities, INL advisors, and other advisors or contractors working for the INL program in Costa Rica and as appropriate, throughout the region.

DUTIES & RESPONSIBILITIES
The Advisor will provide expertise and assistance to the GOCR and INL/CR in the continued development of the SIMEP investigative curriculum that will provide comprehensive training to all in-service investigators, evidence technicians, prosecutors and judges, and other relevant actors of the justice system as well as a continuing education and specialty curriculum. The Advisor will enlist the cooperation of other interested donating parties to work closely with the program and support and advise INL/CR efforts to assist the GOCR as follows:
Provide technical assistance and expertise to the GOCR-Secretariat of Security and INL/CR in the operation, and continued development of the Police Reform, with current curriculum and advanced specialty courses.
Work with the Fuerza to develop intermediate and advanced specialty curricula in key justice sector skill sets, including but not limited to report writing, interview techniques, and elements of a crime, case management for supervisors, surveillance/counter surveillance, risk assessment, evidence collection, and police practices. Courses will be designed in collaboration with the Public Ministry and the Supreme Court’s School of Law to ensure the courses are based on Costa Rican law.
Support, advise, and make recommendations to INL Costa Rica’s INL Director and the INL PSC Police Advisor on police reform implementation and institutionalization.
Assist the SIMEP director and SIMEP staff to develop and prepare budget submissions, determine staffing requirements, and overall management of the Fuerza Publica.
Assist the Police Education Program Manager and Colombian National Police advisors in coordinating the implementation capacity building/training aspects of the U.S.-Colombia Regional Security Action Plan.
In coordination with INL/CR, assist in developing and maintaining a Fuerza Publica training plan that will promote effective policing practices.
Provide advice and assistance in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items.
Assist INL personnel to prepare monthly and annual progress reports regarding the Police Reform. Prepare and maintain an annual implementation plan.
Suggests avenues for mid-course correction if a program is not achieving its goals.
Attend meetings with U.S. and host-government officials as requested, including the regional working group meetings.
Keep the INL Director and INL/CR Police Advisor, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to FCTF activities.

MINIMUM QUALIFICATIONS
U. S. Citizen
A Bachelor’s Degree in a related field from an accredited institution.
Fifteen (15) Years of demonstrated relevant experience.
Five (5) Years of demonstrated experience related to criminal justice.
Five (5) Years of demonstrated experience in management roles that include strategic planning, resource management, budgeting, oversight and evaluation and active management of law enforcement, judicial or prosecutorial operations.
Seven (7) Years of demonstrated experience in complex crime or security programs aimed at achieving INL objectives.
Demonstrated experience in managing program resources.
Demonstrated excellence in English Verbal and Written skills.
Demonstrated prior ability to work independently on projects and issues within overall policy guidelines.
Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups.
Superior Spanish language communications skills.
Demonstrated proficiency in Microsoft Office Suite.
Physically able to travel to and reside in Costa Rica in the areas of San Jose, or other as assigned, and travel throughout the region.

PREFERRED QUALIFICATIONS
Demonstrated experience working and/or coordinating with other relevant U.S. government agencies and host nation entities.
Demonstrated experience working as a law enforcement advisor with non-U.S. law enforcement agencies.
Demonstrated experience working in international police development and reform.
