Police Peacekeeeping Mentor / Advisors in Africa

Background:


New Century US is actively recruiting for qualified Police Peacekeeping Mentor/Advisors. This position is contingent on contract award and will be based OCONUS in Dakar, Senegal.

The Advisor will serve as a subject matter expert and collaborate with key foreign officials in to assist them in their efforts to develop, implement, and sustain processes and procedures to generate, prepare, and deploy police to UN and regional peacekeeping operations. This SME will assist police peacekeeping partner organizations to develop a structured and documented process for force generation, which complements UN Force Generation Guidelines. The SME will also assist in the development of performance goals/benchmarks and metrics for each stage of the force-generation and deployment process.

The SME will be co-located in both the headquarters and training centers of participating police forces, supporting the partner’s development of standard operating procedures (SOPs) for force generation, fostering a proactive planning and training regime, and streamlining the deployment managements systems for greater efficiency and timeliness. The SME will work independently from the US mission, but may be as to consult as needed and requested.

The SME will be highly visible to the respective embassies of participating countries. It will require political acumen, technical expertise, and engaged program management. The advisors’ ability to liaise with the embassy appropriately, create rapport and trust with senior police officials, and integrate his/her work with ongoing programs will underpin success.

Position Description:

The Mentor/Advisor duties include but are not limited to the following tasks:
Establish and maintain lines of communication with relevant partner country stakeholders in order to advance program objectives to include facilitating meetings and information flows between all parties responsible for the recruitment, generation, training, deployment and sustainment of police peacekeepers.
Engage with partner stakeholders to scope current and existing structures and processes for force generation and sustainment, including budgetary commitment throughout the training cycle.
Work with the partner to document current and existing structures and processes for force generation (to include budgeting, planning, and management) of the partner country and identify gaps and opportunities for enhancement.
Provide recommendations on how to improve processes and procedures.
Advise senior police officials of the host nation, logistics and deployment managers, training managers, and trainers in pre-deployment planning, administration, and training implementation to build on existing capacity and current processes.
Facilitate the adoption of revised methods and process to support timely deployment procedures, where appropriate.
Liaise and support other programs and associated activities in country that are involved in training police.
Participate in senior level meetings and exercises to provide expert level police peacekeeping input.
Maintain knowledge of contemporary, professional police operational and management principles, techniques, and issues, which are appropriate for international application.
Assist embassies in conducting Annual End-Use Monitoring (EUM) checklist of any program equipment.
Assist partner nation with developing a force generation procedure manual with performance targets for each element of the generation process.
Other duties as assigned.

Minimum Qualifications:
A Bachelor’s Degree from an accredited institution.
A minimum of fifteen (15) years of experience as a sworn civilian law enforcement officer in a law enforcement organization of at least twenty-five (25) personnel and having attained the rank of Captain, equivalent, or higher.
A minimum of two (2) years’ experience in personnel and equipment deployment and logistics management.
A minimum of one (1) year experience in developing country environments and demonstrated experience working with US missions overseas.
Previous Experience developing competencies for law enforcement skills that build capacity in a foreign police organization.
Experience assessing and/or managing the organizational structure and operating modalities of a police agency, including making recommendations for improving how the organization functions, in areas such as human resources, recruitment, training, staffing, logistics, and resource deployment.
Excellent oral and written English grammar and communication skills; cultural sensitivity; political and organizational acumen; and interpersonal skills.
Demonstrated experience building capacity in a foreign police organization in an advisory capacity.
Demonstrated initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts.
Comfortable working in French (at least 3/3 Department of State scale or equivalent). Candidates must provide certificate of proficiency from accredited testing institution.

Preferred Qualifications:
Experience in peacekeeping operations, either with the UN Department for Peacekeeping Operations or in a field-level peacekeeping mission or other foreign assistance programs.
In-depth knowledge of police peacekeeping doctrine, policy, issues, and training standards.
Three (3) years’ experience working on international police development or reform.
A background in strategic planning or change management.
A background or experience in project or program management.
Demonstrated ability to interact with high-level officials (governmental and nongovernmental).
A Master’s Degree or higher from an accredited institution in criminal justice or a related field.

Physical Requirements:

Work is performed OCONUS, possibly without immediate access to medical care. Must have doctor approved “fit for duty” medical and dental clearance to perform work overseas for a year duration.

Work Environment:

Job is performed in austere environments and assigned to overseas locations where living and working conditions could be remote and uncomfortable, with long hours, exposure to weather, dust and hazardous/harsh conditions.
