PNG Security Manager

Project Overview and Role

The PNG Security Manager (PNG SM) reports administratively to the Country Director and functionally to the Global Safety and Security Team and maintains a close working relationship with PNG management, project team members and corporate programmes managers. The PNG SM is responsible for advising the country mission on their security duties and responsibilities in accordance with Palladium global standards. The PNG SM contributes to the Palladium mandate through strong security risk analysis, advice, and relevant mitigation. The PNG SM will own, on behalf of the Global Safety and Security Team, all operational security activities in support of the project.

The Security Manager will be based in Port Moresby and will report to the Global Safety and Security Team. He/She will undertake frequent travel to provincial locations, including Bougainville and Lae, to conduct security assessments and provide support to personnel traveling to and based in these locations. He/She will be responsive to personnel requirements and work in collaboration with the Program Team Leaders and Operations Managers to implement the security plan.

Responsibilities


Support the safety and security of Palladium personnel and eligible family members and premises, in accordance with Palladium Global Standards.
Work closely with Palladium management, project team members and corporate programmes managers to continuously revise and implement the PNG security plan and attend all relevant programs working groups, assist the program partners as appropriate and participate as a member of the Global Safety and Security Team.
Implement security activities, including facilitating Hostile Environment Awareness Training (HEAT) and identify and implement required PNG specific training
Conduct regular briefings for personnel, including arrival in country and travel briefings.
Monitor the security situation in all project locations across PNG and provide comprehensive security analysis with the goal of identifying trends and predicting the specific conditions that would impact on the safety and security of Palladium personnel, eligible family members, premises assets and resources.
Provide specific analysis, advice, and support to programs strategic planning and implementation. Conduct regular analysis to fully understand the issues that have an impact on the delivery of project locations. Work closely with Palladium operations and communication personnel in country to integrate all relevant analysis into the planning and implementation.
Establish contact and maintain networks with all UN, INGO, NNGO, IO, and Diplomatic Post security advisors and relevant local authorities as appropriate.
Develop, document and maintain a list of key decision makers, gatekeepers and intermediaries critical to programmatic access.For detailed TORs click here

Requirements

Essential requirements:
A degree in a discipline related to Risk Management, International Relations, Conflict Analysis, Diplomatic Studies, Security Studies or Organisational Resilience. Relevant experience and training will be considered in lieu of a degree.
At least five years’ relevant work experience in security system implementation for international development project activities;
Experience working in diverse teams with a focus on relationship building and knowledge sharing
Experience in supporting high-level dialogue with government ministries and other development partners regarding program management, resource allocation and capacity development
Demonstrated high level of written and oral communication skills, including written reporting skills for a variety of audiences
Knowledge of and experience in security training and briefings
Fluency in English

Desirable:
Experience in the PNG security sector and knowledge of security stakeholders in PNG.
Knowledge of ISO 31000 and/or the GPR8.
The ability to work effectively in a large organisation and with small teams to negotiate organisational change with a range of internal and external stakeholders.

The PNG Security Manager will be remunerated at market rates and there is no accommodation or mobility allowance for the position. The Security Manager will be employed on a full-time basis for up to 12 months with a possibility of extension.
