Barbaricum seeks an experienced Military Intelligence Advisor to provide support to the Malian Armed Forces through a State Department program fostering the stability of the Trans-Sahara Counterterrorism Partnership (TSCTP). TSCTP is a multi-year, multi-sector initiative to build the long-term capabilities of North and West African partners to contain, disrupt, and marginalize terrorist organizations and networks in the region.
Across the Trans-Sahara region, al-Qaida in the Islamic Maghreb (AQIM), Boko Haram, and associated violent extremist organizations continue to exploit political unrest, weak governance, insecurity, and ethnic conflicts to expand their reach and commit atrocities. In Mali, AQIM poses a significant threat. This program seeks to enhance Malis ability to detect and deter terrorist activities through supporting the Malian military with military intelligence and command and control capacity building.
Responsibilities
Conduct an initial capabilities assessment to gauge the following: Organizational structure of Malian military intelligence capabilities; Information management systems, procedures and content; Intelligence and Command planning and operational capabilities and procedures; Existing infrastructure and equipment; Training plans, programs of instruction and training schedules; Capability gaps that impede self-sufficiency.
Conduct a quarterly gap analysis.
Develop and update a work plan to forecast daily activities and milestones.
Identify, advise, coordinate and conduct training for military intelligence personnel.
Provide ongoing monitoring and advisory services to the Malian military.
Qualifications
Active Secret Clearance required
Ten (10) years hands-on U.S. military intelligence, or civilian Intelligence Specialist, experience at the S-2 battalion level, or higher.
Two (2) years experience in a joint military environment.
Two (2) years experience advising foreign military or government.
Two (2) years experience providing training in an overseas environment.
Professional experience writing business documents, such as reports, SITREPs, briefings, AARs, memoranda, letters, electronic mail, and training material, for consumption by military Commanders or civilian managers.
Professional experience presenting briefings, SITREPs, training, and AARs for consumption by military Commanders or civilian managers.
Highly-rated teamwork and collaboration skills, as demonstrated by awards, or above average performance reviews.
Two (2) years experience working or living in Africa.
