As a result, we’re looking for a Senior Law Enforcement Tactical Operations Advisor who will be seated in San Salvador, El Salvador. CLEARANCE REQUIREMENT: A Secret Level Clearance is required for this position; Clearance and Investigation must appear in JPAS and be within Scope (10-Years)

PERIOD OF PERFORMANCE: One (1) Year from the Date of Assignment with the potential for Two (2) follow-on Option Years.

LEVEL OF EFFORT
Hours for this full-time position will be the core hours of the U.S. Embassy in San Salvador, El Salvador: Monday through Friday, 40 hours per week, 8 hours per day.

POSITION LOCATION AND TRAVEL
The physical work location is located in San Salvador, El Salvador. Travel is required for this position with periodic travel throughout El Salvador.

BACKGROUND
The US Department of State’s (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL) has program authority derived from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is responsible for providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs. The International Narcotics and Law Enforcement (INL) Section in El Salvador is responsible for developing, coordinating, and implementing such programming in El Salvador.

POSITION OVERVIEW
The Advisor will advise on the full range of enforcement issues, programming, and training evaluation to strengthen the El Salvadoran National Civilian Police (PNC) and their ability to fight drug trafficking and gang violence. The Advisor will work with El Salvador narcotics land, maritime and borders operations to protect and reduce drug trafficking and gang activity, specifically with the Grupo Conjunto Cuscatlan (GCC), a maritime interdiction unit. The Advisor will assist the PNC’s national tactical force, currently the Special Tactical Police Unit (UTEP), to train and improve its ability to conduct tactical operations in support of PNC objectives. The Advisor will provide technical law enforcement/anti-narcotic expertise, tactical expertise, and technical assistance and training on behalf of INL in support of host-nation efforts to improve investigation, apprehension, and prosecution of narcotics and organized crimes.

DUTIES & RESPONSIBILITIES
Assess and analyze the organizational and operational capacities of the Grupo Conjunto Cuscatlán, including its working relationships with the U.S. Naval interdiction teams, and other related task forces from neighboring countries.
Assess and analyze the organizational and operational capacities of the Special Tactical Police Unit, including its working relationships with the El Salvadoran military special operations teams, and other related task forces from neighboring countries.
Assist INL Advisors in the development of a plan of assistance that will promote effective policing practices for these and other similar units as necessary.
Foster collaborative partnerships among the PNC and Naval agencies, PNC and military units, citizens and organizations to develop solutions and increase trust with the police.
Assist in the initiation and coordination of neighborhood crime watch interdiction programs.
Assist the PNC to develop best practices to implement, oversee, and coordinate activities to achieve crime reduction.
Assess the training needs of the PNC and propose training options for improving the tactics, techniques, interdiction methods, and procedures of host nation antinarcotics sector agencies and PNC tactical forces.
Ensure INL projects are executed in accordance with the objectives and terms established in the Letters of Agreement, the INL Country Plan, and similar documents.
Assist with the procurement of technical services, training, and commodities, and the monitoring of procurement actions, including drafting source-origin waivers, solicitations, statements of work, and performance specifications.
Attend meetings with U.S. and host government officials as requested, including regional working group meetings.

MINIMUM QUALIFICATIONS
U.S. Citizen
Bachelor’s Degree from an accredited institution in International Affairs, Police Science, or other related field.
Eighteen (18) Years of demonstrated relevant experience to include:
Demonstrated supervisory/management experience at a precinct or equivalent law enforcement or military entity
Demonstrated experience in law enforcement in Mexico, Central, or South America
Demonstrated experience in managing program resources, project planning, analysis, design, implementation, monitoring, and evaluation.
Demonstrated ability to Speak, Read and Write in Spanish.
Demonstrated communication and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
Demonstrated experience involving tactical training of police units.
Physically able to work and travel in the region full time, including to remote/rural areas.
Knowledge and work experience to synthesize high-level strategic concepts with detailed real-world examples to effectively illustrate the objectives and progress of a project.
Knowledge and work experience with U.S. government regulations, standards of conduct, and ethics.
Extensive demonstrated work experience in communication and techniques, reporting, documentation, publication, and audio-visual material preparation in relation to foreign assistance work.
Excellent communication, social, and interpersonal skills.
Proficiency in MS Word, Excel, Access, PowerPoint.
A demonstrated ability to work under time pressure, in a high-tempo environment; demonstrated flexibility, adaptability, and willingness to support INL activities.
Knowledge of U.S. Government operational and programmatic issues.
Ability to exercise sound judgment in identifying priority issues from information received.
Ability to synthesize information and draft memos and advisory opinions clearly, succinctly and quickly.
Excellent interpersonal skills; good liaison skills; ability to actively develop relations with interlocutors; competent verbal briefer.
Demonstrated ability to identify the need for follow-up actions on information received and ensures they are taken expeditiously.
Demonstrates professional competence and mastery in writing and communication.

PREFERRED QUALIFICATIONS
U.S. Government reporting experience.
Background in drug enforcement investigation.
Ten (10) Years of law enforcement experience in the development and implementation of antidrug programs or tactical programs and knowledge of US Government security assistance programs for Latin-America.
]Experience with program design reports, including monitoring reports and evaluation reports.
Experience training/working with the Colombian National Police.
Experience in the planning, organization and deployment of Law Enforcement joint task forces in order to combine and coordinate all efforts for each joint operation with Salvadoran National Police, Coast Guard, Navy, Marines, Air Force and JIATF-S, SOUTHCOM to interdict in air, land and sea all complex investigations of transnational organized crime groups.
