Description:
ICITAP is seeking an experienced senior level corrections manager to serve as a Senior Corrections Advisor (SCA) for Training (SCA-Training) to the Bangladesh Prison Directorate (BPD). The position will be based in Dhaka, Bangladesh. ICITAP plans to work with the Government of Bangladesh to develop a nationwide training curriculum and program, provide specialized training on counter-terrorism offender management, and provide a dedicated mentor to the BPD headquarters to mentor senior leadership on correctional best practices and how to reduce radicalization in the prison system. Specifically, the SCA-Training will work with the Government of Bangladesh to develop a nationwide training curriculum and program as well as provide specialized training on counterterrorism offender management to the BPD in an effort to reduce radicalization in the prison system. The primary role of the SCA-Training is to work with the BPD and its Training Administrator to develop a nationwide training academy. The SCA- Training will work closely with the ICITAP Senior Corrections Advisor to the Inspector General (IG) of Prisons in Bangladesh (SCA-IG).
Duties include but are not limited to:
Work with the BPD and the BPD Training Administrator on the development and implementation of a nationwide training academy
Work with the SCA-IG to continuously identify the BPDs greatest learning needs and challenges and create a plan to meet these needs.
Work with the Curriculum Design Specialist to oversee curriculum development for the academy
Provide training assistance as needed to enhance the capacity of the Government of Bangladesh to counter radicalization in recruitment in the Bangladesh Prison System.
Assist the BPD with developing the administrative capacity to overhaul their training program.
Assist the BPD in developing a review process for courses
Develop a budget and project management strategy for their ICITAP-Bangladesh Program
Liaison with key stakeholders involved in transition and capacity building in the wider justice sector in Bangladesh or throughout SE Asia.
Ensure that all activities are complementary to, and integrated into, other assistance efforts funded by the United States Government.
Where applicable, assistance should also be coordinated with other efforts funded and implemented by bilateral donors and multilateral institutions such as UNODC, GIZ, ICRC, the Five Eyes, Japan, and the UNDP.
Where necessary, the SCA will identify outside experts who can help the BPD to implement psychiatric treatment regimens, classification and assessment tools, and prison intelligence units.
Prepare formal written reports that document progress towards the goals and objectives of the program.
The Advisor shall demonstrate the ability to innovatively plan, lead and direct individuals, as well as efficiently and effectively manage a dynamic array of corrections development programs designed to discourage violent extremist activity in host country jails and prisons.
The Advisor shall demonstrate a clear, yet compliant capability to adhere to the U.N. Standard Minimum Rules for the Treatment of Prisoners.
Provide continuous and measureable program updates and results associated with assigned work performed in host country correctional facilities as required by his/her assigned supervisor and other national and/or international stakeholders.
Develop comprehensive correctional assistance plans with a clear and direct focus of countering violent extremist behavior in host country jails and prisons.
Develop, implement and manage processes for the sustainability of programs and projects devised to aid in countering extremist behavior in host country jails and prisons.
The Advisor shall exhibit a fundamental understanding of human behavior especially as associated with individuals who have been detained or incarcerated long-term
The Advisor must demonstrate the ability to effectively communicate both verbally and in written format and manage professional work relationships across organizational levels.
The Advisor must have the ability to manage cross-culturally as he/she will be required to establish effective working relationships with host country officials at various levels of government
The Advisor shall possess a keen understanding of all aspects of corrections operations that will include, but is not limited to detention and/or prison facility leadership and supervision, management and custody of high risk security individuals, special segregation housing, crafting of internal and external security procedures and features, administration functions, logistics, facilities maintenance, intelligence, internal audits and standards, communication functions, staff training and prisoner transportation.
The Advisor shall be adept in executing treatment programs and services such as prisoner classification (managing high risk detainees/inmates), case management services process planning to include educational and vocational training, cognitive behavioral change and social work programs, as well as employment readiness, medical and dietary program administration
Qualifications:
Bachelors or Master’s Degree.
15 years of experience, including at least 10 years of experience in corrections operations, management, organizational development, planning and/or training, two years of which must have been at the rank of assistant warden, or higher.
Must have an excellent understanding of processes for developing correctional agencies from the ground up and developing relevant policies and procedures.
Experience advising executives at state or federal levels on correctional issues and the ability to establish and management personnel and budget accounts.
Training experience in employee concerns processes, internal affairs, and problem resolution methodologies.
Warden experience required
Ability to obtain and maintain a DOJ issued Public Trust clearance
Must possess a keen understanding of all aspects of corrections operations that will include, but is not limited to detention and/or prison facility leadership and supervision, management and custody of high risk security individuals, special segregation housing, crafting of internal and external security procedures and features, administration functions, logistics, facilities maintenance, intelligence, internal audits and standards, communication functions, staff training and prisoner transportation.
Adept in executing treatment programs and services such as prisoner classification (managing high risk detainees/inmates), case management services process planning to include educational and vocational training, cognitive behavioral change and social work programs, as well as employment readiness, medical and dietary program administration.
Experience working with a security threat group intelligence unit (STIU) in a similar type of environment
Experience working abroad
In all cases, educational and senior management requirements may be substituted by additional years of law enforcement experience or overseas development experience
Desired Qualifications:
Overseas experience is a plus. Language skills are a plus. International correctional facility development desirable.
Experience working in a high-security state or federal prison system, where violent and hard to manage offenders are incarcerated and provided rehabilitation programs, is preferred.
Master’s degree in Criminal Justice or related field is preferred.
Experience planning, coordinating, conducting and/or overseeing basic and advanced law enforcement courses and training exercises is desired.
International corrections and or law enforcement experience.
