Description
The Celestar Corporation has been issued an IMMEDIATE Task Order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). As a result, we’re looking for a Senior Corrections Advisor (SCA) who will be seated in Rabat, Morocco. If interested and qualified, we welcome you to post for this challenging opportunity.

SECURITY CLEARANCE: Secret Level Clearance; must be within scope (10-Years) and appear in JPAS

PERIOD OF PERFORMANCE: One (1) Year from the Date of Assignment with the potential for Four (4) follow-on Option Years.

LEVEL OF EFFORT
Hours for this full‐time position will be the core hours of U.S. Embassy/Rabat, Monday through Friday, 40 hours per week. The SCA will be on call at all times while in country.

TRAVEL
Frequent travel within Morocco and internationally is likely, including trips to the US to accompany DGAPR officials for training.

BACKGROUND
Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control and criminal justice activities for the U.S. Department of State. INL’s Office of Africa and the Middle East (INL/AME) and the INL Section at Embassy Rabat (INL/Rabat) provide policy guidance and develop, execute, and monitor programs to address the full range of criminal justice issues as they relate to rule of law and stabilization activities in Africa and the Middle East, including Morocco.

POSITION OVERVIEW
Engages and communicates directly with the INL Director at U.S. Embassy Rabat and serves as the corrections systems development expert on a full range of prison/corrections issues in Morocco
Provides technical corrections expertise on behalf of INL/Rabat in interagency settings and assist the Government of Morocco (Delegate General for Penitentiary Administration and Reinsertion – DGAPR) in reaching its stated Goals and Objectives in reforming the corrections system in Morocco
Offers assistance in a variety of areas, to include strategic and technical corrections assistance, contingency planning and development, training and identifying equipment needs
Serves as a resource to the INL/Rabat Director and DGAPR senior officials on corrections issues bringing together expertise from the United States as well as other countries using innovative corrections projects and programs that could be considered by the Government of Morocco

DUTIES AND RESPONSIBILITIES
Serves as the corrections expert and Corrections Reform Program Manager in Morocco.
Supports the INL/Rabat Director in developing and coordinating corrections programs for Morocco in concert with other USG law enforcement and criminal justice programs.
Serves as an advisory resource for the INL/Rabat Director and DGAPR officials on specific aspects of planning and implementation of ongoing corrections assistance programs in Morocco.
Supports INL in developing and maintaining a close working relationship with the DGAPR.
With guidance from the INL/Rabat Director, oversees and coordinates program activities involving other corrections officials deployed to Morocco on TDY in support of INL programs; supports occasional visits and study tours of Moroccan corrections officials to the United States.
Provides policy analysis and program guidance to the INL/Rabat Director and DGAPR officials on all aspects of corrections matters, addressing any of a number of issues related to corrections system reforms, to include, but not limited to: human rights issues related to prisoner incarceration; budgeting; security operations; emergency management and response; development of correctional capacities and institutions; refurbishment and/or construction of correctional facilities and training plans.
Organize and participate in meetings, seminars, and exercises to develop plans/programs for implementation of corrections assistance in Morocco and improve overall capacities to effectively modernize existing institutions.
Prepare background materials and reports used by the INL/Rabat Director in preparing reports, speeches, briefings, and testimony to articulate INL engagement on corrections reform in Morocco.
Participate in outreach activities with domestic and international law enforcement communities to increase awareness of INL programs and policies and solicit greater cooperation and participation.

MINIMUM QUALIFICATIONS
Must be a U.S. Citizen
Bachelor Degree in any field from an accredited college or university.
A total of Fifteen (15) Years’ professional work experience to include: A minimum of Ten (10) Years’ experience in corrections operations, management, organizational development, planning and/or training, Two (2) Years’ of which you must have held the Rank of Senior/Complex Warden (or equivalent) or Higher -- A minimum of Two (2) Years’ experience in other senior management roles that encompassed strategic planning, resource management, and budgeting.
Graduation from a Certified State or Federal Corrections Training Academy.
Superior interpersonal skills and ability to exercise a high degree of professional judgment, diplomacy, and tact at all times in order to build successful relationships with Moroccan partners and the international community;
Possess strong leadership/influencing skills – makes decisions, self-directed, self-confident, positive, good negotiator, able to prioritize personal and team activities;
Experience in strategic planning, policy development and implementation of major agency-level programs.
Ability to gather, review, and analyze information relevant to corrections reform and make recommendations to senior management on appropriate actions to be taken based on findings
Being flexible in working under pressure, with limited time frames, and during times of rapidly developing events
Proficient with basic MS Office computer programs
Able to organize, analyze, prepare, and present information to a variety of audiences.
Exceptional written and oral communication skills, including the ability to articulate information clearly to high level officials

PREFERRED QUALIFICATIONS
Fluency in French or Arabic at the FSI equivalent level of 3/3 (Speak/Read)
Minimum Two (2) Years’ experience at the level of Deputy Director or Deputy Regional Director or higher in U.S. Corrections
Experience/expertise developing corrections reform programs overseas and ensuring objectives are clearly defined, particularly international corrections experience
Experience working or coordinating with U.S. Government Agencies (e.g., USAID, Justice, State, and/or Defense)
Ability to explain U.S. policies to senior corrections officials of other nations and the host country and representatives of international organizations
