OVERVIEW OF THE POSITION
There is a problem of weapons and explosive contamination in Mali, following historical and recent conflict. There is clear evidence of the presence of landmines, Unexploded Ordnance
(UXO), Improvised Explosive Devices (IED) and insecure stockpiles of weapons and ammunition (abandoned or neglected). There were more than 130 recorded victims of UXO since 2012.

The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established under Security Council Resolution 2100 and the mandate further developed under the successive Security Council Resolution (SCR). In accordance with these mandates, the UN has engaged our client to implement a mine action program in Mali. The mine action program is structured around 4 projects of which one is dedicated to the support of National Authorities for the development of an explosive hazard management capacity. This project called “ Capacity Development” project has the following lines of interventions:

Support the development of a national Explosive Ordnance Disposal (EOD) and Counter-Improvised Explosive Devices (C-IED).

Support the development of a national Weapons and Ammunition Management (WAM) capacity.

Support the development of a national explosive threat mitigation governance framework.

GENERAL FUNCTIONS

Role objective:

The Ammunition and Weapons Management Senior Training Officer operates under the Capacity Development project and contributes to building up capacities for the management and safe storage of weapons and ammunition. His/her responsibilities further include the support for delivering training in Weapons and Ammunition Management (WAM) to various military and para-military personnel from structures within the Malian Defense and Security Forces (MDSF).

Under the supervision of the Capacity Development Project Manager, and direct supervision of the Weapons and Ammunition Adviser, the Senior Training Officer will be specifically responsible for the following duties and responsibilities:

Deliver the Mali weapons and ammunition management training's and mentoring support package to Malian Defense and Security Forces. All coordination and planning activities with the national authorities is to be conducted by Weapons and Ammunition Adviser and any scheduled training will be at their request.

In collaboration with the WAM Training Officer, carry out all duties or tasks related to the training, its preparation and its closure.

Prepare weekly reports, end of course and final reports, consolidate, synthesize/evaluate and include in these reports outcomes and information from lessons learnt and feedback of the courses and make proposals to improve the contain and delivery methods of the courses.

Maintain records of trainees’ daily presence, progress, achievements and prepare personal appreciation forms at the end of the course.

With the support of the WAM Training Officer, develop new training materials and curriculum as required.

With the support of the WAM Training Officer, review and improve the current WAM training materials as required.

Any other duties or tasks related to the training as identified by the Capacity Development Project Manager and the WAM Adviser.

Expected output:

The WAM Senior Training Officer is expected to:

Deliver WAM training's in accordance with our clients standards and requirements.

Provide timely weekly, end of course and final training reports.

Provide lessons learnt and feed backs reports to improve contains and delivery methods of courses.

Ensure a proper documentation of all training activities (proper filing system etc.).

Ensure a proper follow-up of all training assets.

The WAM Senior Training Officer is expected to deliver the following reports:

Weekly report.

End of course and final training reports.

Lessons Learned/feed backs reports as required.

Project reporting:

This role reports to the Capacity Development Project Manager.

Team management:

Team management is not part of this role.

ESSENTIAL EXPERIENCE
Education:
Diploma in a relevant field or Military Officer or NCO Staff from all Defense and Security Forces..

Work experience:
Minimum of 10 years of demonstrable relevant Military experience and/or minimum of 5 years of demonstrable relevant Mine Action experience.

Geographical experience:
Minimum of 2 years of experience in Africa (desirable).

Languages:
Fluency in French (essential) and English (desirable).

Key competencies:
Education:
Diploma of Military Officer or NCO (Staff from all Defense and Security Forces are considered.).

Experience:
Minimum of 10 (Ten) years of general experience in Military field.
Minimum of 5 (Five) years of experience in the field of weapons and ammunition management with minimum of 2 (Two) years in administrative responsibility in this field.
Minimum of 2 (Two) years of experience in delivery of training on weapons and ammunition management.
Minimum of 2 (Two) years of conceptual and/or practical knowledge on the International Guidelines/Standards on Ammunition and Weapons Management (IATGs, ISACs, AASTP etc..).
Experience in working in a UN peacekeeping mission environment is desirable.
Previous experience in Africa, specifically in training and advice, is desirable.

Languages:

Fluent in French both oral and written.
Basic level in English both oral and written.

Problem Solving: Strong analytical and problem solving skills and ability to handle a range of management and coordination of the activities related to the training courses.
Commitment to Continuous Learning: Willingness to keep abreast of new developments, able to use modern training tools.
Professionalism: Comprehensive knowledge of the topic he/she is discussing so that he/she can communicate the correct information and handle any questions from trainees.
Other relevant information:
Internationally recognized driving license is mandatory.
Working level in Windows, Microsoft Office and use of IT/media equipment is mandatory.
Physically fit and in good health.
