Job Description (Roles and Responsibilities)
Main purpose of job:

The project officer will be a key member of the CSSF Somalia team. The role will focus on delivering quality security and capacity building projects through implementing partners and subject matter experts.

This role will require use of programme and project management skills in project design and mobilisation; delivering excellent results, financial, and risk management; project monitoring; maintaining effective relationships with partners, and delivery of value for money within the CSSF Security Sector Reform programme.

Roles and responsibilities

Contract management: Drafting of Statement of Requirements, initiation and completion of procurement/ tender processes, and drafting of programme agreements. This will require working with suppliers and London-based procurement teams;
Financial management: In liaison with the Senior Programme Manager, development of mechanisms to realistically forecast, monitor, manage, review, report and record partner spend in line with departmental requirements and guidance; working with partners to continually assess and achieve value for money; Manage due diligence processes;
Project management: Liaison with policy leads, programme manager and implementing partners to shape, manage and monitor specific project milestones, risk and finance, updating on progress and risks to ensure effective delivery; build effective relationships internally and externally; occasional travel to Mogadishu for project monitoring; document and communicate lessons and progress effectively to internal and external audiences;
Information management; Ensure project files and finances are maintained in line with policies and procedures.
Corporate compliance: Ensure adherence to, and completion of gifting/granting and sanctions processes; assist in the drafting of programme bids and Oversees Security and Justice Assistance (OSJAs) documents; assist in management of high level visits; and ensure timely and quality response to corporate returns and submissions.
Essential qualifications, skills and experience

Programme management experience (3+ years) and responsibility in similar rapidly changing contexts, preferably with experience working in partnership with multiple delivery partners such as private sector, NGOs and/or UN agencies
BA in programme management, international relations or other degree relevant to the job.
Demonstrated ability to manage finance, risk and results in development programmes.
Ability to deliver quality results at pace, while working with minimal supervision
Ability to manage internal and external relationships and work well within a diverse team.
Desirable qualifications, skills and experience

Experience in governance programming in Somalia or similar contexts
Managing cross-departmental funds
Working with a donor organisation
