Job Purpose:
Saferworld is looking for an experienced professional to assist the Yemen Programme on all issues of safety, security and access as they relate to staff and programmes in country, The Security and Liaison Manager will manage Saferworld’s public relationships.
KEY AREAS OF RESPONSIBILITY
Liaison and Permits
Lead the administrative and legal procedures required for Saferworld’s operational presence (registration), liaising with lawyers and appropriate government departments, local authorities, and line ministries where necessary.
Oversee and support programme staff in getting the required movement permits, and activities permissions from authorities (including MOPIC and MoI) and liaise with other actors for movement matters.
Assist in processing grants sub-agreements through different authorities at national and governorate levels.
In coordination with programme staff, ensure that reports of project activities is made available to authorities as required.
Analysis
Develop and maintain up-to-date context analysis in relation to security and risk assessment.
Maintain close contacts and build relationships with relevant stakeholders, and network with other INGO/UN security focal points or security officers to help ensure reliable comprehensive context analysis.
Undertake regular travel as necessary in order to gather information and analyse the overall security situation in existing and potential areas of programming. Conduct risk assessments of office and programme locations to evaluate threats and risks associated with working in/from certain areas, and to mitigate risks to programming.
Map and update key decision makers in projects locations and keep this information available to the senior managers and to partners.
Provide credible information and contextual understanding of localised and country-wide situations and incidents along with appropriate advice to staff through updates; daily/weekly or as deemed necessary.
Security systems
Develop, review and ensure effective implementation of Saferworld’s Security Management Plan, including a security plan and SOPs in each office in collaboration with the Country Manager
Provide technical support to the Country Manager and the team on the formulation of policies, operating procedures, guidelines and plans for staff safety and operations in Yemen.
Review incident tracking and protocols and support the Country Manager and other senior staff to manage security incidents.
Provide crisis management support to the in-country Senior Management Team during incident response, reporting and analysis.
Ensure that support departments (HR, Administration and Logistics) have in place appropriate systems to facilitate good security management.
Provide and implement best possible solutions for the use of equipment to facilitate communication between staff, including proposing alternative means of communication and equipment.
Security awareness
Ensure that staff have the security skills and awareness that they need to be effective, by organising and/or delivering training on security operating procedures, and security awareness as an essential part of programme trainings and workshops.
Ensure that all staff and visitors receive appropriate security briefings and inductions as requested
Ensure that an appropriate system is in place to provide security information to travellers in advance of their departure and debrief post arrival.
Contribute to the development of different emergency scenarios and corresponding operational contingency plans
PERSON SPECIFICATION
Bachelor’s degree in a relevant field
A minimum of 5 years practical experience in security management in the NGO sector
Experience in setting up and managing security systems and protocols, and providing training to staff and partners
Excellent interpersonal and communication skills, written and oral
Sound judgement and the ability to maintain confidentiality
Well organised with strong time management skills
A positive, problem-solving approach
Respect for diversity and sensitivity to other cultures
A commitment to working in a non-partisan manner
Fluency in English and Arabic (written and spoken)
TERMS AND CONDITIONS
Type of position: This is a national position.
Probation: There will be a probationary period of 3 months
Holidays: There are 30 days leave a year (Jan-Dec) in addition to Yemen public holidays
Salary range: A competitive INGO salary will be offered
Hours: Standard working week is 37.5 hours
Travel: Frequent travel communities in the project areas, dependent on security conditions; occasional international travel for trainings and regional planning meetings
