As the Program Manager you’ll be responsible for all operational, commercial and administrative aspects of an armed security operation in Somalia. As a confident and motivational leader, you’ll use your professional expertise to build a high performing operational team that can effectively function in a volatile and high-risk environment. With over 10 years leadership experience in a NATO-equivalent or law enforcement organisation you’ll be able to demonstrate career progression to a senior NCO or Commissioned rank. Your experience of leading armed teams in a post-conflict/high risk environment is essential.
An Internationally recognised qualification in security program management and a UK SIA (CP) or equivalent license is required. Expertise in armed security, first aid and trauma management, emergency response and a demonstrable understanding of complex security and emergency situations and challenges is essential. You’ll be computer literate with excellent MS Office skills.
You can demonstrate cultural sensitivity, excellent relationship building and the ability to effectively communicate with all stakeholders. Job Description
Responsible to the corporate senior management team for all operational, commercial, and administrative aspects of contract delivery, the post of Security Programme Manager leads in representing Insight and securing confident and trusted client relationships. The post holder will work alongside the client leadership team to ensure Insight’s contract is delivered with the highest standards of compliance and performance and in accordance with industry best practice and regulation. More widely the role will also make a vital contribution to driving forward corporate development and the post holder will have significant opportunity for personal and professional progression.
Primary Responsibilities
• Responsible to corporate management for all commercial, operational, and administrative matters relating to all aspects of contract compliance and delivery. Act as Line Manager for Insight staff assigned to the relevant contracts.
• To recruit, train, develop and lead an armed security team and associated staff, ensuring understanding of and adherence to SOPs and international standards in support of the mission, values, policies and approaches of Insight security.
• Maintain close liaison with nominated client personnel and corporate management.
• Manage client security posture, profile, and movement and provide security advice and guidance to client personnel.
• Draft and develop client-specific security plans including identification of new risk factors or project specific exposure.
• Review risk assessments for client operations, ensuring proper application of policy and providing detailed operational analysis to support risk assessment.
• Oversee task specific training for Insight personnel. Develop and deliver basic security training for client personnel as required.
• Establish appropriate relationships with relevant organisations and individuals in support of Insight and client operations.
• Monitor daily security bulletins to identify key alerts and emerging trends and produce and distribute communications to appropriate recipients.
• Monitor and record key operational, commercial, and administrative decisions.
• Coordinate the development and maintenance of incident response and contingency management plans.
• Conduct risk assessments and security reconnaissance.
• Respond to requests for security information based on a managed network of provision and collation. Provide alerts on immediate threats to client management personnel for informed decision making.
Requirements for the Role
• Confident and engaging; an ambassador for the programme and the company. Flexibility, diplomacy, tact, discretion, and professional resilience.
• Self-motivated to independently drive operational tempo with demonstrated capacity for highly effective judgement and decision making.
• Ability to solve technical and operational problems, and evaluate options based on relevant information.
• Over ten years leadership experience in a NATO-equivalent military or law enforcement organisation with demonstrated progress to senior non-commissioned or commissioned rank.
• Over ten years field experience in post-conflict and/or high-risk environments operating in a security role within the NGO or similar sector.
• Previous experience of managing security operations of relevant scope and profile for an international organization. Extensive experience in establishing and managing safety and security systems and protocols and providing training to staff and partners.
• An international academic qualification in a relevant security or programme management discipline. In addition, UK SIA(CP) or equivalent licence preferred.
• Supporting specialist qualifications or certification in relevant fields of expertise such as armed security and small arms, first aid and trauma management, emergency response, mobile security, and/or technical security measures. Formal programme or project management qualification an advantage.
• Demonstrated understanding of complex emergencies, related security challenges, and appropriate responses to contingency.
• Exceptional communication, cultural awareness, and relationship building skills.
• Written and spoken fluency in English.
• Willing and able to travel to and within post-conflict and high-risk environments.
• A high level of computer literacy with excellent knowledge of the Microsoft Office package.
• MIRA/ATOM qualification or similar.
