National Security Manager Job , Afghanistan

Scope of the Role:


Reporting directly to Country Director and ensures all program activities are implemented in line with the Mission East security protocol, country strategies, vision, mission and values and/or as per donor required standards. He/she is also responsible to inform CD about all security related issues and incidents as country security focal point.

Key Working Relationships (horizontal & vertical)

Vertically: with the CD (Country Director) and Provincial Security Liaison Officers.

Horizontally: with Provincial Program Managers and Cluster Coordinators.

Key Responsibilities and Accountabilities

The key responsibilities are defined as follows,

Security related design and planning:
Develop or contribute to detailed country level security plans.
Coordinate all security concerns and threats with relevant security department and stakeholders.
Collect and circulate security information through the possible ways to relevant staff and department.
Maintain regular contact and relationship to security departments and local informative people in the area.
Contribute in the identification and verification of project/program sites.
Update security and safety related information in provincial meetings.
Write or review security-related documents, such as SOPs, incident reports, proposals, and tactical or strategic initiatives.
Train subordinate security professionals or other organization members in security rules and procedures.
Develop budgets for security operations.
Order security-related supplies and equipment as needed.
Staff capacity building and orientation on program related security and safety measures and policies.

Support to staff:
Undertake regular visits to the field (with separate, clearly defined TORs) to support and review security processes.
Consult on and create a security capacity building plan; provide/recommend to those best placed to provide support to build capacities for data management, analysis and reporting.
Guiding teams - through meetings and on the job support - in collection, collation, and analysis of qualitative and quantitative data, as well as with reporting on findings.
Providing on the job coaching and guidance to improve the collection, analysis and use of qualitative and quantitative data related to security.
Working closely with local and national level authorities to ensure that Mission East’s programmes remain within governmental strategies and Afghan laws

Security Evaluations:
Maintain a tracking spreadsheet for security related activities and events - assessments, reviews, evaluations etc – which also tracks key lessons learned and recommendations (and progress with their implementation where relevant), and aids in demonstrating impact over time.
Coordinate and share learning related to security and safety practices and general best practices and lessons learnt across offices, and encourage sharing of results both between and within sectorial teams.
Provide support for all internal/external security/safety reviews, evaluations, and lessons learned exercises.

Others
Act in accordance with the procedures laid down in the "Mission East Afghanistan Security Manual". Read all Security/Safety related SOPs and ensure compliances all the time.
Maintains close coordination with logistic section
Carry a Mission East ID card at all times when on Mission East business.
Act in a professional and appropriate manner at all times.
Coordinate with logistic section for procurement of goods, service and etc...
Job Requirements:

Experience Required
At least four years of continues experience in the Security and other related disciplines concerning safety and security for humanitarian and development organizations, preferably with a non-governmental organization.
Senior level security related expertise, both academic and field-based, preferably involving the management of security field teams/units
Experience of working with host governments, their agencies and international and national NGOs would be an advantage.

Skills & Competencies Required:
Solid drafting/reporting skills (in good written English); native or near-native English language ability (a writing sample may be requested)
Ability to work both independently, and as part of a team.
Strong co-ordination and negotiation skills with stakeholders
Problem solving skills and ability to perform under pressure
Culturally sensitive and high level of diplomacy and tact.
Strategic and analytical thinking
Ability to manage processes, maintain focus on objectives rather than problem details, and meet deadlines.
Personnel management skills. Ability to delegate, follow-up and supervise as well as support.
Excellent project monitoring and quality control skills.
Ability to create and develop databases – some knowledge of relevant statistical software would be highly desirable.
Necessary Competencies:
Security awareness and management experience relevant to sensitive security environments
Fluency in spoken and written English (Knowledge of Farsi/Dari would be an advantage).
Excellent computer skills in Word, Excel, Outlook and Access.
Sympathy to Mission East’s Organizational Values.

Qualification:
Education to university degree level in a relevant field would be an advantage
Professional qualification in operational Management and/or;
Substantial experience of working in a senior Security management position, preferably in an development organization
