OVERVIEW OF THE POSITION
Our client was established in1997, by the General Assembly & as per the UN policy on mine action & Effective Coordination (A/53/496, 1998) is the established coordinator of mine action within the UN system. Our client supports the UN's vision of "a world free of the threat of landmines and unexploded ordnance, where individuals & communities live in a safe environment conducive to development & where mine survivors are fully integrated into their societies."
Our client is a unit within the Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peacekeeping Operations (DPKO).
Our client's main headquarters is in the UN Secretariat, New York with a sub - office in Geneva & they provide direct support & assistance in the areas of Explosive Hazard (EH) mitigation to 18 countries/territories/missions, has a standby rapid response capacity & global technical advisers in the field of Improvised Explosive Devices and (IED) Weapons and Ammunition Management (WAM).
The Iraq program was formally established in June 2015, at the request of the UN Under - Secretary General for Peacekeeping Operations (DPKO) & the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national and regional mine action capacities.
Our client is supporting multiple layers of operations under the Iraq Strategic Plan which focuses on three main components:
Explosive Hazard Management.
Capacity Enhancement.
Risk Education.
GENERAL FUNCTIONS
Role objective:
Under the direct supervision of the Head of Training, the EOD/IEDD Instructor will be specifically responsible for the following duties and responsibilities:
Co-ordination:
Liaison with all relevant partners in regard to our client related training outputs.
Oversee & coordinate the implementation, execution & completion of all training packages scheduled to be delivered to the Iraqi police.
Ensure close & effective interaction & co-ordination with senior Iraqi police management in regards to the 1st responder & EOD/IEDD training.
Organize regular coordination meetings with stake holders at the regional level in regards to the development of EOD/IEDD training for the Iraqi police.
Planning & Tasking:
Coordinate, facilitate & prioritize all 1st responder & EOD/IEDD training activities relating to the Iraqi police.
Produce & maintain weekly & monthly work plans & QA events in consultation & agreement with the Head of Training.
Follow up on QA visits and make necessary changes to the training program when and where required.
Monitor & analyse the existing level of capacity demonstrated by the students & make recommendations for developing future training courses.
Provide advice to the Head of Training on requirements for different tools & assets which could play significant role in the improvement of performance & productivity of the students on completion of their formal training course.
Training Delivery:
Development of all 1st responder & EOD/IEDD training packages to meet the requirements of the agreed training plan.
Delivery of the relevant training & mentoring packages to the Iraqi police in accordance with the agreed training plan.
Conduct theoretical & practical exercises relevant to the course of training.
Conduct theoretical & practical assessments relevant to the course of training.
Provide individual feedback to each student regarding their performance in both the theoretical & practical assessments undertaken during the course.
Delivery of a structured mentoring program for Iraqi police officers upon completion of the relevant course of instruction.
Ensure that all course material & individual student records are correctly updated & maintained & that all relevant data is appropriately secured.
Provide advice, support & assistance in the development, maintenance, revision & updating of national EOD/IEDD training documents and SOP’s.
Assist national partners in the development their accreditation process for 1st responder & EOD/IEDD training & specifically assist in establishing & maintaining an accreditation process for IEDD teams once they graduate.
Assist the Head of Training in identifying and listing specialist equipment which would be required for the delivery of future EOD/IEDD training events.
Assist the Head of Training in identifying potential suppliers of specialist EOD/IEDD equipment and who may be able to bid on future UN contracts.
Assist the Head of Training in the completion of the required submission documents ahead of the procurement of specialist EOD/IEDD equipment.
Project Reporting:
Establish a training database to track the individual progress of each student.
Ensure the timely & qualitative capture of all training activity & ensure dissemination of such data to the relevant national & international partners.
Monitor daily reports received from the organisations operating within the training environment & convey such information to the Head of Training.
Expected output:
Our client has the responsibility for both the training and mentoring of the local Iraqi Police (IP) so as to provide a sustainable IED response & defeat capability which is able to operate independently within their specified AOR. Once fully trained, the IP 1st responders will have the required skills to conduct the appropriate immediate actions, manage the incident scene & report details of the event through the relevant chain of command. The IP EOD/IEDD teams will have the necessary skills to identify the explosive threat, form a threat assessment & then conduct the appropriate render safe procedure to return the situation back to normal.
Project reporting:
This role reports to the Senior Instructor & Head of Training.
Team management:
This role does not have team management responsibility.
ESSENTIAL EXPERIENCE
Education:
§ Bachelor's in in a related field. and/or Certificate in EOD & IED qualifying courses to IMAS EOD Level 3 and IED 3+ standards..
Work experience:
§ Minimum of 5 years of demonstrable relevant Mine Action experience and/or minimum of 3 years of demonstrable relevant Training experience.
Geographical experience:
§ Minimum of 5 years of experience in Middle East (essential).
Languages:
§ Fluency in English is essential.
Key competencies:
Educaiton:
Bachelor's degree in a related field.
Military EOD & IED qualifying courses to IMAS EOD Level 3 and IED 3+ standards.
Formal training qualifications in Instructional Techniques.
Experience:
Minimum of 5 years of demonstrable relevant EOD/IEDD & Mine Action experience & minimum of 3 years of demonstrable relevant Training experience.
