Within the limits of delegated authority, the Security Coordination Officer will act as the Deputy Chief Security Officer at P-4 level and may be responsible for the following duties:

Security Operations:
•Participates in the Security Management Team and Security cell, assisting the CSA/CSO or equivalent in development and assist the CSA;CSO in the implementation of Security Standard Operating Procedures (SSOP), Security Risk Management Measures (SRMM), Security Plans and other relevant documentation and procedures, in order to preserve the safety and security of UN personnel, assets and operations;
•Manage the Safety and Security Support Section and carry out administrative tasks necessary for its functioning, including, preparing inputs for the work programme of the Section, determining priorities and allocating resources, monitoring performance, determination of security requirements and preparing inputs for results-based budgeting
•In liaison with the relevant UNDSS existing resources, prepares, develops, updates and effectively implements the relevant security and contingency plans for the Mission.
•Contributes to security risk management (SRM) documents of locations within the Mission area
•In line with the UNDSS Integrated Security Concept of Operations and its established reporting lines, meets regularly with UNSMS actors, and Host Government authorities to plan and review security related matters;
•Contributes and develops security training and advices to UNSMS personnel on security matters, as well as determining and coordinating the necessary resources for such activities;
•As directed by the CSA/CSO, acts as a focal point for security information flow and advisory on relevant security matters within the Mission HQ.
•Maintains continuous awareness on prevailing local security conditions, identifies potential threats and advises UN staff, project personnel and eligible dependants to follow appropriate preventive steps within the Mission HQ;
•Establishes and maintains dialogue with UNSMS actors, local authorities and international organizations for coordination of efforts in the event of natural disasters and during mass casualty incidents;
•Acts a member of a Crisis Management Team as required; Ensures crisis preparedness and timely coordinate emergency and crisis situations response;
•In line with existing plans and procedures and in coordination with other UNSMS actors, establishes air, land and sea evacuation capability to be used in emergencies; conducts evacuation exercises and recommends necessary infrastructure in coordination with the Mission Support and other departments; Assess evacuation resources availability;
•Coordinates and permanently updates the national and regional Mission HQs emergency calling trees, permanent tracking systems, efficient 24-hour Emergency Response System (ERS) for the Mission, included in the UNSMS Security Operations Centre (SOC) procedures;
•Identifies gaps in UNSMS existing capability and makes recommendation for amendment where necessary.
•Monitors and evaluates office physical security measures, conducts security surveys of residences and facilities and makes sure that the relevant Mission personnel applies Residential Security Measures (RSM) ;
•Within delegated authority from the CSA/CSO, supervises the Protective Services Unit;
•Coordinates development of Principal Security Risk Management (PSRM) documents and implementation of recommended mitigating measures; assigns protective service for Senior United Nations Officials or visiting VIP's as necessary;
•Supervises, coordinates and assigns investigation tasks for violation of security matters, illegal activities, accidents/incidents, complaints and allegations of misconduct, in which Mission UN staff members, project personnel or eligible dependents may be involved;
•Evaluates effectiveness of prevailing fire safety measures in effect within the Mission assigned areas of responsibility, including fire prevention devices, fire-fighting equipment, and evacuation plans;
•Monitors the Safety and Security Support Section equipment, and ensures necessary resources are provided, maintained and deployed within the Areas Safety and Security Units in accordance with approved guidelines on finance, administrative and logistic arrangements, within the UNDSS Integrated Security;
•Drafts Statements of Requirement and provides technical specifications for the procurement of security equipment and hiring of private security personnel; within the Mission
•Insures that the SRMM are fully implemented and conducts regular security compliance inspections within the Mission HQs;
•Monitors and coordinates issuance of identification cards for Mission personnel, background checks and entry controls, as appropriate for normal and emergency conditions;
•Acts as Deputy Chief Security Adviser (DCSA) when necessary.

Education
An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social science or international relations, with focus on security management is required. A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree.
