This position is located at the Headquarters of the United Nations Disengagement Observer Force (UNDOF), Camp Faouar, Syrian Arab Republic.
The Security Coordination Officer reports directly to the Chief Security Officer/Security Adviser.

Responsibilities

Within the limits of delegated authority, the incumbent will be responsible for performing the following duties:

• Prepares, develops, updates, implements and ensures that functioning and effective security and contingency plans for the Mission, designated geographic area or, as required.
• Develops and implements Security Standard Operating Procedures applicable to his/her unit operation.
• Contributes to security risk assessments within the mission area; Monitors accessible areas; Identifies gaps in existing capability and makes recommendations for amendment where necessary.
• Develop necessary policies to facilitate security operations activities and coordinate crisis response with JOC and JMAC.
• Establishes lines of communication and meets regularly with security focal points, UN personnel, Host Government authorities, as well as Military components of the mission to plan and review security related matters.
• Assesses prevailing local security conditions, identifying security trends and advising UN staff and dependents on potential security problems.
• Maintains an ongoing evaluation of evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, fuel supply and accessible roads.
• Monitors and evaluates office physical security measures and conducts security surveys of installations and facilities; Coordinates implementation of security arrangements by the CO Camp Faouar, as recommended in the SRM.
• Maintains dialogue with authorities and international institutions such as Red Cross/Red Crescent in the event of natural disasters.
• Obtain, study and implement all security policy promulgated by the Inter-Agency Security Management Network (IASMN).
• Investigates security-related incidents involving Security Management System personnel or eligible dependent.
• Conducts security training in such subjects as the security management system, Wardens and personal security awareness.
• Performs other duties, as assigned..

Education

An advanced university degree (Master’s degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social/military science or international relations with focus on security management is required. A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military academy (for commissioned officers), which may be considered its equivalent, and in combination with four additional years of qualifying experience in military, police or security management. Relevant UNDSS training in Security Certification Program is as asset, as well as other security training including Hostage Incident Management, Security Analysis Practices and Procedures, and other certified United Nations Security courses.

Work Experience

A minimum of five years with advanced university degree (seven years with a first-level university degree) of progressively responsible experience in the military, police or security management is required. At least five years of progressively more senior experience in security operations management or control, within a military, police or security organization is required. At least two years of experience in managing multiple and diverse military, police or security units operating in a conflict or post conflict environment is required; and at least one year experience and exposure at the international level is required. Experience in planning and/or security analysis and information management is required. Experience in drafting security related report is desirable.

Languages

English and French are the working languages of the United Nations. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.


Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
