Role/purpose:
Under the line management of the National Director/Operations Coordinator/Program Director, the Safety & Security Manager will
Coordinate the Systems and Structures to manage risk and ensure Safety & Security for organization DL staff members and operations
Oversee the development of appropriate S&S policies, protocols and mechanisms and their implementation
Liaise with external and internal S&S stakeholders such as organization DL Country Office staff, organization S&S networks, S&S advisory and coordination bodies, information providers, insurances etc.
Lead on S&S training and capacity building
in the organization DL offices (currently in Bonn, Iraq, Bosnia, Serbia and Kosovo and others if applicable)
Key areas of accountability:
Training and Capacity Building for organization DL and Country Office staff (25%)
Provide basic S&S training in-house and facilitate external training deployments for relevant staff members
Facilitate regular trainings and preparedness for the organization DL Crisis/Critical Incident Management Team
Provide S&S Training and Preparedness for organization DL Country Office staff and local partners
Safety & Security Risk Management for Country Offices (currently: Iraq, Balkans)(50%).
Ensure technical oversight of S&S structures, policies and systems; review and revise relevant documents and guidelines
Support CO S&S managers and focal points in developing/updating S&S policies
Conduct S&S audits on CO compliance with procedures and systems
Facilitate linkages to organization and external support providers
Advise on structures, systems, trainings/capacity building, equipment for Country Offices and partners
Participate in S&S assessments and provide direct support to program implementation
Advise National Director/Operations Coordinator/Program Director on Risks
Safety & Security for travelling organization staff (10%).
Advise on relevant country specific S&S information
Coordinate staff personal S&S information and establish formal S&S routines
Liaise with respective Country Offices and CI bodies
Safety & Security Focal point for organization (15%).
Lead on Crisis/Critical Incident Management Plan development and implementation
Lead Crisis/Critical Incident Management Team in case of critical incidents
Lead on incident management and reporting
Qualifications/Requirements:
Minimum 5 years experience in managing or advising on Safety and Security Issues
Minimum 3 years work experience in insecure environments
Experience with drafting and implementing Safety & Security policies
Experience in conducting S&S assessments in insecure environments and/or critical incident management
Experience with Risk management for Humanitarian Aid or Development Cooperation in insecure environments
Work S&S experience in international NGO
Fluent spoken and written German and English essential, other languages (French, Arabic) are considered strong assets
