Description
Program Manager
Armed and Unarmed Local Guard Force (LGF) for the United Nations in Somalia

Required - Program Managers who have recent Local Guard Force Experience
Project Manager:  The Program Manager (PM) shall have at least ten years’ leadership experience in the military or police of their country of nationality at the rank of senior non-commissioned offer or officer and three years in a high-risk security environment. In addition will be able to provide qualifications on a range of security-related skills and have a verified record of good conduct.

Education: The Program Manager (PM) shall have completed a secondary education, poly technical
school, National Diploma, or Associate degree, and have experience in program or project management and qualifications on a range of security-related skills along with a verified record of proven reliability and good conduct to minimize personnel and staffing issues.

Experience:

The PM shall:

At least ten years’ leadership experience in the military or police of their country of nationality at the rank of senior non-commissioned offer or officer and three years in a high-risk security environment.
Past experience in assignments of similar scope in high risk environments for the UN, multi-nationals, foreign mission and/or international NGOs.
Certification in security related services – e.g., general protection courses, weapons training, combat first-aid, emergency response management, convoy procedures, etc.
Relevant Training experience as detailed in the next paragraphs.
Ability to communicate fluently in both spoken and written English.
Recent experience managing an LGF.
A minimum of five years of the work experience being at supervisory or command levels.
Possess knowledge of overseas security environments.
Have a familiarity of the recent trends and specific terrorist and criminal threats facing the U.N Mission in this country/region.
Experience with risk management including problem identification and problem solving.
In addition, the PM shall have familiarity with the following training and with meeting the following qualifications in order to perform supervisory duties:

Experience with the following training:

International Code of Conduct for Private Security Service Providers
The Contractor Use of Force Policy
The Contractor Weapons Manual
Firearms handling
Radio communications
Premises access control
Counter terrorist search procedures
First responder medical training
Specific weapons handling procedures for specific issued equipment
Hostile surveillance and reconnaissance detection training
Cultural sensitivity training (to the Somali context and the UN context)
Human Rights Law and its application
And as Required:

Convoy escort and protection procedures,
Supervisory and management skills,
Workplace conflict resolution,
Integrity and ethics awareness,
Preventing sexual harassment, and
An overview of the U.N. security management system relevant to duties.
The following knowledge and skills:

Able to use a computer including all common office management tools (e.g. Microsoft Office). 

Experience with multiple levels of communication between various levels of management.

Security staff or local guard force management experience.
