Description:

The US Justice Department’s International Criminal Investigative Training Assistance Program (ICITAP) is an international law enforcement development agency with projects around the world. The ICITAP Program in Montenegro offers development assistance through a comprehensive and integrated program of training, technical assistance and equipment donations to professionalize the Montenegrin National Police (MNP) and develop their capabilities to link with the community and to combat crime, public corruption, terrorism, human smuggling/trafficking, and organized crime.

ICITAP-Montenegro seeks a law enforcement professional familiar with:

Border security; specifically, all facets of fugitive tracking skills
Experience with interagency taskforce groups
The ability to work effectively in a non-traditional environment overseas
Exceptional inter-personal skills to effectively work with ICITAP staff, host-country nationals, U.S. embassy personnel, as well as other individuals and organizations from the international community


Qualifications:
Ability to obtain a DOJ issued Public Trust clearance which requires US citizenship per the customer contract requirements
20 years Law Enforcement experience, with at least ten (10) years of investigative experience; and instructing on tactical and technical skills, violent crimes, defensive tactics, use of force, tactics and arrest procedures, and case management.
Proven ability to develop curricula and instruct in tracing, locating and apprehending both domestic and international wanted persons using surveillance, source development, mobile phone tracking, tracing relatives and associates, high risk vehicle stops, and arrest tactics for plain clothed investigators.
Report writing skills.
Proven ability to operate windows applications including Microsoft Office Suite.
Experience with special operations and specialized tactical skills
Experience in planning, and delivering diverse training; particularly leadership training for front-line and mid-level officers
Experience with scenario-based training
Excellent drafting and presentation skills
Ability to conduct extensive internet research utilizing common internet based search platforms.
Effective interpersonal communication skills

Active law enforcement officer is preferred if authorized outside employment by agency
