Job Description (Roles and Responsibilities)
Working to the Regional Overseas Security Manager (ROSM), the Post Security Manager (PSM) is responsible for the day to day security of the British Embassy in Beijing. They will act as the main liaison point between the Embassy security management team, the Security Officers and the ISS (Facilities Management) team. To provide a first point of management for all Security matters for the individual sections within the Embassy sites and provide, implement and monitor solutions, delivering a first class all round security service.

In addition this role involves considerable administrative needs and there is an important liaison role; at times acting as the interface between a wide range of stakeholders and staff, UK based and locally-engaged, other security personnel, and members of the public. The role calls for a confident, articulate person who can project a presence, but also someone who can display empathy and calmness under pressure. Credibility will be important.

Security Management: Responsible to the ROSM in the day to day security management of the ISS guard force and the mission in accordance with FCO Guidance.
Provide a ‘front of house’ security service to all embassy personnel and visitors as the face of the embassy.
Dealing with security incidents and investigations in accordance with FCO Guidance.
Provide corporate service support such as new arrival induction and liaising with Protocol and CLO’s as required.
Liaise and facilitate with Team Security Officers.
With delegated authority oversee the daily Line Management of the contract Security Officers.
Manage and maintain the ‘Beijing Events’ and ‘Post Security manager’ mailboxes.
Maintenance of the Post Security Regulations and electronic device policy document

Beijing Clearance Hub: Management of staff logs for arrivals and departures and overseeing Beijing Clearance Hub mail box.
Ensure that all staff security clearance levels are in accordance with FCO Guidance and that Staff passes are issued according to their level of clearance.
Delivery of generic security briefings to all new staff, provide induction presentations and Q&A sessions.
Alert the Post Security Officer (PSO)/ROSM on all new LE and UKB members of staff requiring additional security clearances and higher level briefings.
Maintain BCH mailbox; ensure correspondence and appropriate paper work is maintained for security clearance procedures.
Collate and arrange as appropriate security clearance interviews in conjunction with the PSO and ROSM.
Liaise with stakeholders such as HR, Personnel Security Team, UK Visas and Immigration and appropriate Embassy personnel regarding clearances.
Maintain clearance files and interview records in accordance with FCO Guidance and Data Protection Act.
Maintain and Liaise with the China Network regarding all clearances.
Keeping records up to date and maintaining clearance spread sheets

Project management: Act as the point of contact for any local works, improvements or other projects under the guidance and instruction of the ROSM/Corporate Services, ensuring appropriate security measures are implemented for Embassy project works and in line with Health and Safety requirements. Providing and often leading on project management.

Event security management: Work across various Embassy departments to ensure the smooth security and safety management of Embassy events at HMA residence, on the Embassy compound and other mission offices.
Ensure event policies and procedures are followed providing guest lists and additional security is requested accordingly. Ensure correct direction and supervision of ISS to ensure that all embassy events are appropriately staffed and necessary safety precautions are taken.
Ensure event plans containing evacuation, crisis and Health and Saftey guidance for larger events are provided.
Processing required paperwork and guest lists for each event.
Arranging additional guard duties as appropriate.

Personnel Security management: Management of staff logs for arrivals and departures and overseeing Beijing Clearance Hub and Events mail boxes.
Ensure that all staff security clearance levels are in accordance with FCO Guidance and that staff passes are issued according to their level of clearance and delivery of generic security briefings to all new staff.
Delivery of generic security briefings to all new staff, provide induction presentations and Q&A sessions.
Issue the Embassy Post Security Regulations (PSR’s) to all new arrivals, ensuring appropriate records and documents are maintained.
Liaise with stakeholders such as HR, Personnel Security Team, UK Visas and Immigration and appropriate Embassy personnel regarding clearances.
Be the direct link between Personnel Security Team, UK Vetting Services and the embassy.
Update guards orders and assignment instructions in accordance with FMCU requirements.
Management of access control system and staff visitor passes / logs.

Fire safety management: Assisting the Fire Safety Manager (FSM) with administrative duties for all aspects of Fire Safety management in the Embassy, Kerry Centre offices & Residence.
Assist with alarm tests (weekly) and drills (bi-annually) in the Kerry Centre, residence and the Main Building and maintaining records.
Act as Fire warden and act as assembly point officer for the embassy muster point.
Responsibility for fire safety resources (fire emergency plan and fire log) assisting with arranging fire safety training, information, supervision and instructions for floor wardens and staff.
To assist with the evacuation procedures and co-ordinate Team Security response
Ensure that their nominated floor/area is cleared in the event of a fire.
Notify the Assembly Point Officer of any missing persons or that their nominated floor/area is cleared.
Ensure that all staff from there floor are stood together at the evacuation point.
Collate completed check list withthe Assembly Point officer indicating the location of the staff from that floor along with any visitors.

Health and Safety Management:
Supported by the Embassy in working towards Health and Safety certified qualifications.
Support the Post Health & Safety co-ordinator, FMCU Manager and facilities management contractor in ensuring a safe, compliant working environment
Support the Post Health & Safety co-ordinator as an active member of the Health and Safety Committee
Maintain accident reporting records for the Embassy
Carry out accident investigations and action appropriate responses within the team

Security Education and Training: Working to the ROSM and the PSO, responsible for the provision of security training, instructions, supervision and information for LE (including ISS) and UKB staff in the Embassy OFFICIAL areas, and alerting the ROSM or PSO of addition briefings.
Ensure sufficient and appropriate levels of First Aid training is maintained for Post and Team Security.

Liaison: Representing Team Security at meetings and consultation with local security contacts and exchanging information.
Work closely with ISS and Team Security colleagues to ensure good working relationships.
Liaise with individual embassy sections in particular: MRC Contract guards, UK Visa and Immigration, DFID, Community Liaison Officers, Bell Committee, HMA & DHM offices, Technical Security and Technical Works Officers, and Health and Safety committee to ensure a safe and secure working environment for all.
Act as Chair to Post Security Information Forum.
Member of the Post Security Committee.

Crisis/Disaster Management: A member of the Security & Safety Team.
Be familiar with S&S Team responsibilities within the Crisis Management Plan.
Take part in crisis exercises and attend team leader’s workshops/meetings when necessary.
Ensure the Emergency Telephone Cascade and China Network telephone lists are maintained.

Work as directed: To perform tasks as required by the ROSM and PSO.
Be an active member of and Lead the Post Security Information Forum and attend Post Security Committee meetings.
Assist with destruction and disposal of sensitive papers and changes of combination locks.
Carry out other security related tasks as required.

Developing the role:
Over time there is scope for this role to broaden and develop as staff increase and HMG footprint requires a broader security input.
