The DRC Country Security Manager (referred to as Security Manager) is expected to provide overall safety and security expertise, standards practices, response, training and support of safety and security across FH DRC. The Security Manager is responsible to ensure appropriate development and adherence to organizational and operational priorities for safety and security in FH DRC. The goal is to create and maintain industry standard excellence in security practices, safety and prevention of critical incidents and risk management for this field. The Security Manager will facilitate standards, resources and training that are in the best interest of FH.

Responsibilities

Key Result #1 – Support the implementation of FH’s minimum operating security standards (MOSS).
|
1.
|
Applies FH’s risk management standards and policies at the country level;
|
2.
|
Facilitates the monitoring and evaluation of duty of care processes;
|
3.
|
Facilitate the development and implementation of security plans according to FH and risk management standards. Review and update security plans on a quarterly basis;
|
4.
|
Conduct risk assessments and risk treatment solutions on an ongoing basis;
|
5.
|
Monitor potential and present emergencies and keep DRC staff and the Security Unit informed of events, including response options and program/staff impact;
|
6.
|
Develop and conduct trainings and drills that support security awareness, procedures and contingency plans
|
7.
|
Conduct incident reporting and analysis;
|
8.
|
In collaboration with Logistics, implement journey management systems;
|
9.
|
Provide regular security updates and briefings to staff, including visitors’ briefing and new staff inductions.

Key Result #2 – Influence and Leadership.

1.
|
FH DRC values team collaboration. The Security Manager will be responsible to support the integration of security into the operations so that administration and programs are strengthened and not hindered;

|
Have a strong understanding of all our programs in country. Have a strong understanding of community acceptance and devise strategies to strengthen both;
|
3.
|
Strong participation and coordination with the in-country senior leadership team;
|
4.
|
Build the capacity of security focal points through training, coaching and close collaboration with field leadership;
|
5.
|
Represent FH externally and in interagency forums and where security forums do not exist, create them.
|

Education and Experience: Bachelor’s degree (B. A.) from four-year college or university; five years related experience; Preference for work in security or safety, preferably with an INGO, law enforcement, military, or in emergency response; Certificate in psychological first aid or trauma care is desired; or equivalent combination of education and experience.
|
Supervisor Responsibilities: Directly supervises staff. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, resolving problems, etc.

Language: Proficiency in spoken and written English. Fluency in French or Swahili language is required. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
