Area Security Adviser

Employer:  Norwegian Refugee Council
Location: Iraq

Main roles and responsibilities:
Establish and manage a sustainable security system to NRC standards.
Develop capacity within the security department and the area office.
Quality assure implemented security system
Advise AM on all security related matters
Ba a part of the Area management team
Conduct training on all levels within the Area office
Produce short and long term assessments and projections related to local power structures and relevant dynamics
Be the security focal point towards the Country Office in regards to reporting and implementation of the main office security instructions
Advise the AM and other relevant staff about Security developments
Monitor the evolving humanitarian situation in the project regions and consider strategic and immediate responses
Undertake regular travel to field sites
Collect and exchange information with all relevant bodies (UN, NGO, authorities etc.)
Liaise on security issues with relevant external actors
Monitor, maintain and review security and safety structures, SOPs and operational guidelines
Develop and review communication procedures and protocol
Develop and supervise briefings, seminars and training for staff
Produce regular reports on security

Security support to Programmes
Develop and adapt NRC’s security preparedness and contingency planning to changing situations
Conduct security assessment in new programme areas; assist in humanitarian emergencies and rapid needs assessment
Systematically evaluate the issue of access
Assist in the analysis of humanitarian contexts, in programme development, and in the setup of field sites to ensure adherence to security frameworks and guidelines

Staff security and training
Design and execute yearly security training plan as a part of risk mitigating measures
Ensure that each new employee receives an appropriate security induction briefing'

Our Ideal Candidate:
Minimum 3 years of experience from working as a senior Security Manager/Adviser in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Fluency in English, both written and verbal
Knowledge of the political situation in Iraq and the wider Middle East Region
Experience of coaching and mentoring national staff
A good listener
Ability to work with colleagues, and facilitate programs while ensuring staff safety and security


Knowledge of Arabic desirable



Additional Information:

Contract period: 12 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Baghdad, Iraq, 40% travel to the field.

Approved health certificate will be requested before contract start

NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities.
