The United Nations Department of Field Support, Information and Communications Technology Division (UN DFS-ICTD) is responsible for the delivery of applications that satisfy the requirements of the Departments of Peacekeeping Operations and Field Support (DPKO/DFS) missions as well as Special Political Missions (SPMs).

The Information and Communications Technology Division of DFS has implemented a range of civilian and military field technologies to address the requirements of peacekeeping operations that have been identified as strategic enablers to make peacekeeping more effective and efficient. Partnerships and bi-lateral sponsorship's with member states and other entities are being developed to facilitate the introduction of innovation and modern technologies to support mandate implementation in UN Field Missions.

Under the technical coordination of the Chief Safety and Security Officer, Global Service Centre, the Field Safety and Security Associate will provide substantial Security support services to UNICTF-V as required and requested in line with Safety and Security Guidelines, within the limits of delegated authority. The Field Safety and Security Associate will play role of Fire Safety Officer and Security Assisstant in Valencia. The incumbent will directly work under the Senior Field Security Assistant or his/her designate in Valencia, Spain.

Functional Responsibilities
Assists in preparing safety and security policies, direction, guidelines and standing operating procedures.
Coordinates the opening, closure and entry into buildings to ensure security of the mission premises and ensures building passes are issued as appropriate.
Manages all aspects of the administration and work of contracted security.
Ensures that routine patrols and/or sector patrols are conducted to check security of buildings, personnel equipment and adherence to rules and regulations.
Supervises preparation of all incident and administrative reports, confirming their accuracy and ensuring their prompt dispatch through the supervisory chain.
Reviews security arrangements and staffing resources on a continuous basis and makes recommendations to the Senior Field Security Associate for improvements in the procedures or more effective deployment of contracted security.
Coordinates monitoring and control of communications network to ensure security and discipline.
Ensures continuous monitoring of the Closed Circuit Television (CCTV), serviceability and maintenance of the Radio Frequency Identification Device (RFID).
Ensures close cooperation with the mission IT section to facilitate the implementation and maintenance of all technically related matters that are necessary for a security IT network environment.
Assist with development of fire safety requirements and inputs into the mission-budget process through the Senior Field Security Associate.
Assist with conducting fire safety inspections, producing inspection reports and provides recommendations to enhance UN facilities to international and Host Country and European Union fire safety standards.
Ensures correct operation and periodic maintenance of fire equipment and training of fire wardens and conducts evacuation drills as required.
Carries out periodic patrols to monitor performance of contracted security.
Receives reports of complaints, accidents and unusual incidents occurring in the security area and assist with conducting investigations as directed, of all serious accidents, crimes and property losses.
Assist with conducting comprehensive reports and recommendations on accidents and incidents involving UN personnel, installations and equipment.
Assist with conducting threat assessments and comprehensive site surveys to include risk analysis.
Prepares and provides security briefings to staff, visitors and contractors and assist with written security advice and recommendations to the mission hierarchy.
Assist with preparation of incident based fire safety and security advisories as well as travel advisories.
Performs all other related duties as required.
Impact of Results



The result of work of the Field Safety and Security Associate impacts directly on delivery of services that satisfy the requirements of the Department as well as the performance of the services implemented in the DFS/DPKO field missions and headquarters. It will also ensure proper processes and methodologies are followed and implemented according to the latest of the industry standards.

Education/Experience/Language requirements

Education:

High school diploma or equivalent.
Experience:

Six (6) years of experience in all areas of fire safety and security operations in a National organization or United Nations is required.
Working experience with Closed Circuit Television (CCTV), Radio Frequency Identification Device (RFID), HF and VHF Radio Communications is required.

Language Requirements:

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Fluency in Spanish is desirable. Knowledge of another official United Nations language is an advantage. Certification:

Fire Safety and First Aid certification is required.
Security training is desirable.
