The scope of Work:
The purpose of the Syria Civil Defence Explosive Hazard Mitigation (EHM) project is the establishment of Syrian Civil Defence EH Clearance and Survey Teams performing life-saving functions of identifying, marking, reporting and within capability - destroy UXO. Also liaising and educating local communities and individuals the dangers posed by explosive items and other hazards.
The EH Operations Manager will deliver, operational oversight, mentoring, instruction and training support on a full-time basis over a 12 month period to Syria Civil Defence.
The EH Operations Manager will be reporting directly to Specialist Training and EOD Manager and will be supervising, EH IM/ Data Officer.
Tasks and Activities:
Provide instruction on the SCD EH courses when required.
Operational guidance and mentoring to SCD EH team leaders, personnel and liaison officers.
Provide quality assurance to SCD’s EH database and information management systems.
Provide direction and line management to the EH data/IM officer.
Assist in the planning, design and where possible editing of all UXO operations material for Mayday Rescue EHM project.
On request and under direction from the EOD Manager, liaise and brief donors and stakeholders relevant to the project.
Keep operational/training material in line and adhering to IMAS Standards.
Discuss with EOD Manager to add amendments to SOPs and assist with drafting when required.
Request and reconcile all financial transactions in accordance with Mayday Rescue policy and procedures.
Maintain, edit and consult on the Mayday Rescue Online Training Portal, including new material on MRE and Survey.
Perform any other relevant duties assigned by Line Manager (EH Programme Manager) in keeping with the delivery of the project.
Secondary:
Provide SME knowledge to Mayday staff and SCD as and when needed.
Support EOD Manager when required to deliver project related material.
Outputs:
Weekly operational reporting. Incorporating statistics on clearance, risk education, community awareness and EOD spot reports.
Monthly operational summary report for donors. Aid in monthly equipment checks for all Mayday EH training equipment and assist SCD with their internal checks and procedures.Required Qualifications:
Excellent written and verbal English.
MAS EOD Level 3 qualification.
Proven working experience in EOD/Mine Action.
Solid instructional, mentoring and coaching experience.
Proficient in MS office and IMSMA systems (desirable).
Excellent analytical, problem-solving and organizational skills.
Ability to work independently and handle multiple projects.
Desirable Qualifications:
Knowledge of Arabic Language
Knowledge and proficiency on ArcGIS and other mapping software.
Operational experience in the Middle East.
