We are presently seeking a Senior Law Enforcement Group Cuscatlán Advisor. The Senior Law Enforcement Group Cuscatlán Advisor (GCC) will serve in El Salvador on the full range of enforcement issues, program management, evaluate training, and mentoring to improve the El Salvadoran narcotics land, maritime and borders operations to protect and reduce drug trafficking. The GCC will provide technical law enforcement antinarcotic expertise, technical assistance, and training on behalf of INL in support of host-nation efforts to improve investigation, apprehension, and prosecution of narcotics crimes
Required—
U.S. Citizen.
Ability to read and write in Spanish at the 3/3 level.
Demonstrate communications and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
Physically able to work and travel in the region full time, including to remote/rural areas.
Knowledge and work experience in synthesize high-level strategic concepts with detailed real-world examples to effectively illustrate the objectives and progress of a project.
Knowledge and work experience with U.S. government regulations, standards of conduct, and ethics.
Bachelor’s Degree in international affairs, police science, or other related field
More than five years of work experience in foreign assistance work.
Extensive work experience in communication and techniques, reporting, documentation, publication, and audio-visual material preparation in relation to foreign assistance work.
Excellent communication, social, and interpersonal skills.
Must be well versed in MS Word, Excel, Access, PowerPoint.
Preferred—
U.S. Government reporting experience.
A background as drug enforcement investigation is preferred.
At least ten (10) years of Law enforcement experience in the development and implementation of antidrug programs and knowledge of US Government security assistance programs for Latin-America.
Experience with program design reports, including monitoring reports and evaluation reports.
Incumbent must possess experience in the planning, organization and deployment of Law Enforcement jointly task forces in order to combine and coordinate all efforts for each jointly operation with Salvadoran National Police, Coast Guard, Navy, Marines, Air Force and JIATF-S, SOUTHCOM to interdict in air, land and sea all complex investigations of transnational organized crime groups
Responsibilities—what your days will look like:
Review the organizational and operational capacities of the Group Cuscatlán, including its working relationships with the U.S. Naval interdiction teams, and other related task forces from the neighbor countries.
In consultation with the INL advisors, develop a plan of assistance that will promote effective policing practices.
Foster collaborative partnerships among the PNC and Naval agencies, citizens and organizations to develop solutions and increase trust with the police.
Initiate and coordinate neighborhood crime watch interdiction programs.
Assist the PNC to develop best practices to implement, oversee, and coordinate activities to achieve crime reduction.
Assess the training needs of the PNC and propose training options for improving the tactics, techniques interdiction methods and procedures of host nation antinarcotics sector agencies.
Ensure INL projects are executed in accordance with the objectives and terms established in the Letters of Agreement, the INL Country Plan, and similar documents.
Assist with the procurement of technical services, training, and commodities, and the monitoring of procurement actions, including drafting source-origin waivers, solicitations, statements of work, and performance specifications.
Contribute to the monthly CARSI cable and prepare quarterly and annual progress reports on the projects assigned and corresponding budget execution.
Prepare an annual strategic plan for police and other justice sector agencies focused on police and pre-detention reform, and update as needed.
Attend meetings with U.S. and host government officials as requested, including regional working group meetings.
position is primarily located in the Salvadoran Air Force Base located next to the Comalapa International Airport, El Salvador; occasional travel to San Salvador and the U.S. Embassy will be required upon direction of the INL Coordinator.
Hours for this position will be the core hours of U.S. Embassy in San Salvador, El Salvador (Monday through Friday, 40 hours per week, 8 hours per day).
