Duties and Responsibilities

Organizational Setting
Security Service (DDOS) is responsible for providing leadership, operational support and oversight of the security management system, ensuring the maximum security for staff and all those who rely on the Organization for a safe and secure work environment as well as enabling the safest and most efficient conduct of the programmes and activities of FAO.
Reporting Lines
The Security Officer (Coordinator for HQ Security) reports to Chief, Security Service.
Technical Focus
Ensure the correct execution and implementation of security directives at FAO HQ, contributing to implementation and evaluation of the effectiveness of security measures, security policy and strategic matters.
Key Results
Protection of the integrity of FAO HQ premises, assets and operations, as well as safety and security of FAO personnel, delegates and visitors.
Key Functions
· supervises all HQ uniformed Security Guards and, upon guidance of the Chief of Security Service, plans their deployment based on security threat and risk assessments, ensuring it is respondent to the operational needs in terms of physical security and access control to FAO premises;
· manages, guides and trains security guards under direct supervision, fostering teamwork and communication among Security Service and FAO HQ;
· ensures the constant efficiency of emergency communications system;
· carries out overall supervision of the Security Service's IT systems and applications to ensure their full effectiveness and efficiency oversees all specialized equipment in the Security Control Room; in case of emergency directs and supervises activities of the Security Control Room in collaboration with Italian crisis management authorities;
· supervises access control activity focusing on enhanced protection systems and related procedures such as X-ray machine and explosive devices tracing equipment controls, related training of security personnel and contacts with external maintenance contractors;
· assists in establishing policies and procedures for reviewing crisis situations and preparing contingency plans for emergencies;
· participates in updating the security plan at FAO Headquarters to ensure security of the Organization's property, personnel and also members of accredited permanent missions, delegates and visitors;
· maintains close and constant contact with Italian authorities and relevant international institutions in order to maximize FAO security;
· organizes security measures for key FAO events and meetings and during emergency situations, through contacts with local police on the coordination of additional surveillance outside FAO premises;
· organizes security and honour services for VIP visits;
· plans, supervises and conducts specialised training programmes for Security personnel in subjects as close protection practice, implementation and use of personal protection equipment and communication systems; briefs Security Assistants and Supervisors on non-routine events and ensures action is taken to prevent and/or eliminate possible security risks;
· investigates any person suspected of illegal behaviour and reports to the Chief, Security Service on any case of lawbreaking within FAO HQ;
· investigates, records and reports on incidences of theft of property belonging to both the Organization and its personnel;
· assists and advises on security matters non-Italian personnel in their contact with Italian authorities;
· performs other related duties as required.
Job Requirements

Minimum Requirements
· Advanced University Degree in risk or emergency management, social/political science, military science, public administration, law enforcement, law or a related area
· Five years of relevant experience at commissioned officer rank (seven years with a first level university degree, BA or equivalent) in military or police security services, or fire brigade, at national or international level;
· Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.
