Oxfam in Afghanistan (OiA) implements an expanding development, humanitarian and campaigning program, in partnership with local NGOs, community based organizations and networks. We also work in close collaboration with other Oxfam affiliates.
Objective of the position:
Ensure that the Oxfam country support and security strategy is developed, implemented, monitored and reviewed on a regular basis; consistent with Oxfam policies, standards and requirements in order to promote safety and security for Oxfam staff, partners and program participants.
Reporting lines:
Post holder reports to the Country Director and in his/her absence the Deputy Country Director.
Key responsibilities:
Analysis
Establish and maintain an active network of relevant contacts
Ongoing analysis of the socio-political context, developments and security situation both for security management as well as program conflict sensitivity purposes
Develop and maintain up-to-date context analysis and risk assessments;
Develop and maintain an effective incident reporting system and train others in its use;
Maintain close contacts with all relevant stakeholders to develop a network and build relationships with key actors, including NGOs, INSO, UN and government agencies, to ensure gathering of reliable security information;
Undertake regular and ad hoc security assessment missions as necessary, in order to gather information and to analyze the overall security situation in existing and potential areas of Oxfam intervention.
Conduct threat assessments regularly and compile s daily/weekly situation reports and monthly security analysis and ensures that the information is shared on a timely manner
Safety and Welfare advisory services
Lead the regular review of a security management system, which includes a management plan (SMP), Standard Operating Procedures (SOPs) and Contingency Plans (CPs);
Advise and support the Country Director (CD) in implementing the management system;
Ensure the security management system is in line with existing Oxfam security policy, protocol and approach and is relevant to the Afghan context;
Support the Country Director and other senior staff to manage security incidents
Supports in planning and implementing risks mitigation strategies (acceptance, deterrence, protection) in order to improve safety and security.
Provide incident management support as part of the Incident Management Team (IMT) for incident response, reporting and analysis as well as help prepare IMT members for their relevant role in the IMT through regular table top exercises
Develop and implement capacity building plans to enable staff to identify and monitor risks as well as propose mitigation measures
Identify the capacity of security staff, design training and career development plans and provide follow up;
Ensure that the supporting departments (HR, Administration and Logistics) have in place an appropriate system to facilitate good security management;
Ensure that staff have the security skills and awareness that they need to be effective, by providing appropriate learning and development opportunities, including delivering training;
Ensure that all staff and visitors receive appropriate briefings on arrival and as required if circumstances change;
Ensure that an appropriate system is in place to provide security information to travellers in advance of their departure.
Ensure that safeguarding principles and protocols are in place and fully functional
Requirements:
Demonstrated high-level communication skills and proficiency (in writing and narrative) in English.
Master’s degree-level of education or equivalent work experience
Knowledge of and minimum of two years of working experience concerning security-issues in fragile countries;
Analytical skills on socio-political context analysis and conflict sensitivity
Minimum of two years of experience with written analysis
Knowledge of humanitarian sector and operations
Strong understanding of humanitarian principles and theoretical and practiced approaches to humanitarian access
Willingness to travel to the field
Experience of working in a complex environment and experience with leading on welfare and security issues;
Experience in incident management, including training of national and international IMT members
Ability to network and to gather information relevant for security;
Ability to deal professionally with crisis situations;
Ability to be adaptable and flexible and prepared to travel to and work in crisis regions;
Team player and team builder in a multi-cultural setting; ability to stimulate and coordinate team work;
Desired:
Minimum of two recent years of experience in the region, and ability to demonstrate advanced knowledge with the historical and current social, political, and safety contexts within the region. Previous work experience in Afghanistan and strong Dari/Pashto language skills will be advantageous.
Previous experience in an NGO, ideally within the region.
Understanding of principles and practices in humanitarian action, NGO safety and risk management, humanitarian access, and civil-military coordination.
Direct experience and involvement in a crisis management role.
Existing (relevant) local information networks and contacts.
We offer:
A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. We offer a gross salary in the range from € 3,368 to € 5,183 on the basis of a 40 hour working week. This is excl. 8% holiday fee, end of year allowance and hardship allowance. An additional international staff package will be offered in line with Oxfam Novib’s Collective Labour Agreement. We have an attractive rotation policy to allow to work partly from Afghanistan and partly from your home country.
