This position is located within the United Nations Assistance Mission in Afghanistan (UNAMA), Kabul. Under the overall supervision of the Principal Security Adviser, the Security Officer reports to the Chief Security Officer through the Senior Information Analyst.

Responsibilities

Within limits of delegated authority, the Security Officer (within the Information Analyst Unit), may be responsible for the following duties:

Write, produce and maintain the Mission’s core Security documents including Crisis Management, and Evacuation plans in coordination with the overall Country Security Plan. Periodically review and update the Mission’s Evacuation Plan to conform to the existing security situation, and shall coordinate with other Security Units and Sections to obtain updated contingency planning information.

Attend UNDSS Security Cell and present relevant Plans and SOP’s for discussion and approval at SMT and UNDSS HQ level while advising the PSA/CSO on these documents.

Draft mandatory quarterly reports on behalf of the PSA and perform all other duties authorized by Senior Security Management.

Maintain security information awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environmnet through monitoring of security incidents , daily situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines.

Contribute to situational awareness by producing timely accurate and analityical reports and briefings that inform senior UNSMS leadership through the PSA.

Preparation of all mandatory security returns to UNDSS HQ and mission HQ including Danger Pay justification and Write comprehensive reports with excellent document formatting, drafting skills;

Maintain excellent Microsoft Excel and Word skills, able to design power Point presentations, maintain databases.

Analyses the level of security risk for the area of operations;

Monitors, conducts or coordinates security operations;

Maintains continuing lines of communication with security focal points and other UN or non-UN stakeholders;

Briefs the PSA/CSO and Security Coordination Officer on the status, activity and requirements of the unit;

Identifies gaps in existing capability and recommends amendment accordingly;

Participates in the planning process of protective services for Senior UN Officials, as necessary;

Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in specific countries.

Maintains effective communication with security authorities of host countries and other interlocutors.

Performs other duties as required by the PSA/CSO or Senior Information Analyst

• A high school diploma or equivalent technical or vocational certificate.

• UNDSS certification in any Security Analysis Practice and Process is desirable.Work Experience

• A minimum of ten years with high school diploma or equivalent technical or vocational certificate (five years with a first-level university degree) of progressively responsible experience in the military, police or security management is required; of which
• A minimum two years of experience in security operations centres or similar within a military, police or security organization is required;
• At least three years of field experience with an international peacekeeping operation;
• Desirable experience: security planning and operations, security risk assessment, standard operating procedures, security information and coordination with local authorities and law enforcement agencies, emergency communication system, crisis management, hostage incident management.


Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.Assessment
